    A Concurrent Resolution to encourage the panel of medical experts to be organized by the Department of Health and Environmental Control to improve the significant disparity between the life expectancies of blacks and whites, to conduct and conclude the task assigned to it, and to urge the General Assembly to enact legislation and fund programs resulting from the Panel's recommendations to reduce health problems among the citizens of the State which have resulted in life expectancies below the national averages for both blacks and whites.
