A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 2-7-130 so as to provide that no legislation may be denied consideration in either house of the General Assembly because a statute, enacted by a previous General Assembly, is contrary to the proposed matter, and to provide this Section does not apply to a statute passed as a result of a question approved by the people in a referendum.
