A Bill to amend Article 31, Chapter 5 of Title 56, Code of Laws of South Carolina, 1976, relating to miscellaneous traffic rules by adding Section 56-5-3865 so as to provide that a person may not wear earphones or any similar hearing apparatus over the ears for the purpose of listening to a radio, stereo, tapeplayer, or other broadcast device while operating a motor vehicle, to provide exceptions, and to provide penalties for violations.
