    A Bill to amend Section 1-23-110, Code of Laws of South Carolina, 1976, relating to the procedures for the publication of a notice of proposed regulation in the State Register, so as to require the proposing agency to obtain a preliminary fiscal impact statement for the proposed regulation from the State Budget and Control Board which must accompany the notice published in the Register; and to amend Section 1-23-120, as amended, relating to submission of proposed regulations to the General Assembly, so as to require the proposed regulation filed with the President of the Senate and the Speaker of the House of Representatives to be accompanied by a fiscal impact statement prepared by the State Budget and Control Board.
