A Joint Resolution to limit to thirty-six months the length of time a family may receive Aid to Families with Dependent Children benefits and to provide exceptions; to direct the Department of Social Services to apply for a waiver to implement this time limit; to direct the Department to contract for a study to determine the savings in funds due to this limitation and to direct that savings realized by this limitation must be appropriated to the Department for it's jobs program as provided for in the General Appropriations Act.
