A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 59-113-60 so as to provide that the General Assembly shall appropriate an amount for higher education tuition grants not less than six percent of the total amount appropriated for undergraduate higher education in a fiscal year, to make the six percent funding formula effective beginning in fiscal year 1992-93, and to provide a four-year phase-in of the formula beginning with the appropriation for higher education tuition grants in fiscal year 1989-90.
