A Bill to amend Section 4-29-67, as amended, Code of Laws of South Carolina, 1976, relating to the fee in lieu of taxes allowed certain industrial development projects, so as to revise the manner in which and conditions under which fees in lieu of taxes are authorized, including a requirement that the minimum eighty-five million dollar investment threshold for the fee arrangement may not be reduced except by a special vote of the General Assembly, defined as an affirmative vote of two-thirds of the members of each House present and voting but not less than three-fifths of the total membership of each House, and the transferability of an interest in a fee in lieu of taxes agreement.
