A Bill to require the South Carolina Department of Health and Environmental Control to promulgate regulations setting standards that solid waste generated in this State must meet to qualify for burial in a privately-owned commercial landfill in this State and to require that the Department promulgate regulations to establish a testing program, including a schedule of testing fees, for solid waste generated out of state sent to this State for burial in a privately-owned commercial landfill and to make burial of waste in violation of the regulation grounds for revocation of the landfill's operating permit.
