    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Sections 4-9-195 and 5-21-140 so as to authorize the governing bodies of counties and municipalities to grant special property tax assessments to "rehabilitated historic properties" and "low and moderate income rental properties".
