    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 8 to Title 31 so as to provide for the financing of redevelopment projects within incorporated municipalities by means of tax increment financing, to provide for the criteria and procedures to be followed in the division of taxes and to provide that the added increments of tax reviews resulting from such projects may be used to retire any indebtedness incurred in carrying out the redevelopment project; and to amend Section 4-29-10, as amended, relating to definitions used in industrial development projects, so as to include in the definition of "project" facilities financed by a tax increment financing plan.
