    A Bill to amend Title 12, Code of Laws of South Carolina, 1976, relating to taxation, by adding Chapter 52 so as to establish the procedures which shall be used by local governments to collect delinquent property taxes except for delinquent taxes on motor vehicles; and to repeal Chapter 51 of Title 12 relating to the alternate procedure for the collection of property taxes.
