A House Resolution to amend Rule 7.3 of the Rules of the House of Representatives, relating to procedures for voting, so as to provide a procedure for adjusting vote totals and applicable action on a question when a member has been voted while he was absent from the chamber and to provide that this member, if he has knowledge of the identity of who voted for him while absent, is required to present this information to the presiding officer who shall refer it to the Ethics Committee for consideration of a recommendation of punishment.
