A Bill to amend Sections 14-1-210 and 23-23-70, as amended, Code of Laws of South Carolina, 1976, relating to portions of fines, bond forfeitures, and cost of court fees which must be used to finance special programs, so as to provide that if a criminal or traffic fine is suspended the amount suspended must be used to determine the amount which must be assessed for the funding of special programs.
