    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 61-9-315 so as to provide for a three-tiered system for manufacturing, distributing and selling beer and to provide certain exemptions therefrom; and to repeal Section 61-9-350 which permits a beer wholesaler to obtain a retail permit to sell beer at his wholesale location only.
