    A Bill to amend Chapter 59, Title 59, Code of Laws of South Carolina, 1976, relating to proprietary schools, so as to transfer authority from the State Board of Education to the State Commission on Higher Education; to provide for the State Commission on Higher Education to promulgate regulations and provide for interim regulations; and to repeal Chapter 61, Title 59, relating to regulations pertaining to courses of instruction.
