AN ACT TO AMEND SECTION 61-5-360, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO COUNTY GOVERNING BODIES ESTABLISHING METHODS OF ADMINISTRATION AND ACCOUNTING PROCEDURES FOR MINIBOTTLE REVENUES, SO AS TO PROVIDE THAT ANNUAL REPORTS OF PROGRESS TOWARDS IMPLEMENTING COUNTY PLANS FOR USE OF SUCH REVENUES SHALL BE MADE TO THE SOUTH CAROLINA COMMISSION ON ALCOHOL AND DRUG ABUSE INSTEAD OF QUARTERLY AND ANNUAL ACTIVITY REPORTS, PROVIDE FOR AN ANNUAL AUDIT OF FISCAL RECORDS RELATIVE TO SUCH REVENUES AND PROVIDE THAT A COPY OF THE AUDIT SHALL BE FURNISHED TO THE COMMISSION.

Be it enacted by the General Assembly of the State of South Carolina:

Governing body of counties to make annual reports concerning minibottle revenues

Section 1. Section 61-5-360 of the 1976 Code is amended to read:

"Section 61-5-360. Each county governing body shall:

(a) Establish such methods of administration as are necessary for the proper and efficient operation of the programs and services or projects, including the provision of annual reports of progress toward implementing county plans to the South Carolina Commission on Alcohol and Drug Abuse (Commission).

(b) Provide for such accounting procedures as may be necessary to assure proper disbursement of and accounting for such funds, including an annual audit of fiscal records, a copy of which shall be furnished to the Commission."

Time effective

Section 2. This act shall take effect upon approval by the Governor.
