AN ACT TO AMEND SECTION 60-1-20, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE SOUTH CAROLINA STATE LIBRARY AND THE COMPOSITION AND TERMS OF THE BOARD, SO AS TO INCREASE TERMS TO FIVE YEARS AND PROVIDE FOR ADJUSTMENT OF TERMS OF CERTAIN BOARD MEMBERS TO ESTABLISH A UNIFORM EXPIRATION OF SUCH TERMS.

Be it enacted by the General Assembly of the State of South Carolina:

S. C. State Library Board of Directors--composition and appointment

Section 1. Section 60-1-20 of the 1976 Code is amended to read:

"Section 60-1-20. There is hereby created the South Carolina State Library which shall be governed by a board of directors consisting of seven members, one from each congressional district and one from the State at large. The members shall be appointed by the Governor for terms of five years and until their successors are appointed and qualify. All vacancies shall be filled in the manner of the original appointment for the unexpired term."

Terms to be staggered

Section 2. Notwithstanding the provisions of Section 60-1-20 of the 1976 Code, as amended by Section 1, to properly stagger terms of board members appointments to fill vacancies shall be made as follows:

(1) The two vacancies created by the expiration of terms of members in 1979 shall be filled for five year terms.

(2) The four vacancies created by the expiration of terms of members in 1981 shall be filled as follows: one for a term of four years, one for six years and two for five years with terms determined by lot prior to June 30, 1981.

(3) The vacancy created by the expiration of the term of a member in 1982 shall be filled for a term of six years.

(4) All terms which expire after 1988 shall be filled for five year terms.

Section 3. This act shall take effect upon approval by the
