A JOINT RESOLUTION TO REAUTHORIZE THE EXISTENCE OF THE BOARD OF BARBER EXAMINERS AND LIMIT THE TERMS OF BOARD MEMBERS TO THREE; AND TO PROVIDE THAT MEMBERS OF THE BOARDS OF BARBER EXAMINERS AND COSMETIC ART EXAMINERS SHALL MAKE RECOMMENDATIONS TO THE 1981 GENERAL ASSEMBLY CONCERNING THE FEASIBILITY OF PROMULGATING JOINTLY CERTAIN REGULATIONS.

Be it enacted by the General Assembly of the State of South Carolina:

Board of Barber Examiners reauthorized

Section 1. In accordance with the provisions of Section 7 of Act 608 of 1978, the existence of the Board of Barber Examiners is reauthorized as provided in such section.

Restriction on members of board serving

Section 2. Notwithstanding any other provision of law after July 1, 1980, no appointive member of the board shall be allowed to serve more than three full terms on the board.

Board directed to make report

Section 3. The Board of Cosmetic Art Examiners and the Board of Barber Examiners are hereby directed to make a report to the General Assembly on the first day of the 1981 session in which both boards shall consider the feasibility of promulgating joint regulations to:

(1) Establish a new license classification called a master hair care specialist, or similar title, which would allow the licensee to perform all of the duties as are presently authorized for licensed barbers and cosmetologists.

(2) Establish the necessary criteria for those individuals presently holding barbers' and cosmetologists' licenses to become master hair care specialists.

(3) Allow barbers and cosmetologists to work in the same premises.

Time effective

Section 4. This act shall take effect upon approval ,by the Governor.
