A JOINT RESOLUTION TO CONTINUE THE APPLICABLE PROVISIONS AND APPROPRIATIONS OF ACT 517 OF 1980 FOR A CERTAIN PERIOD AND TO PROVIDE FOR THE PLACING OF LOCAL COMMUNITY HEALTH CENTER PERSONNEL ON THE STATE PAYROLL.

Be it enacted by the General Assembly of the State of South Carolina:

Provisions of General Appropriation Act to remain in full force and effect

SECTION 1. All appropriations and applicable provisions of Act 517 of 1980 (State General Appropriation Act) for the payment of personal services shall remain in full force and effect until such time as an appropriation act for fiscal year 1981-82 shall have been passed, ratified and approved by the Governor.

Positions shall be brought on state payroll

SECTION 2. Notwithstanding any other provisions of law, the nine hundred seventeen positions in local community health centers, Department of Health and Environmental Control, scheduled to become fully state funded upon passage of the 1981-82 Appropriation Act, shall be brought onto the state payroll by authority of this resolution by the first pay period in July, 1981.

Monies expended shall be deducted from 1981-82 Appropriation Act

SECTION 3. Any monies expended pursuant to this act by any agency or department for personal services shall be deducted from the appropriation made available under the 1981-82 appropriation act so as to avoid a duplication of appropriations to state agencies.

Time effective

SECTION 4. This act shall take effect upon approval by the Governor.
