AN ACT TO AMEND ACT 670 OF 1976, RELATING TO THE CREATION OF THE GLEAMS HUMAN RESOURCES COMMISSION IN GREENWOOD, LAURENS, EDGEFIELD, ABBEVILLE, MCCORMICK, AND SALUDA COUNTIES, SO AS TO ADD ANDERSON COUNTY, TO CHANGE THE NAME TO GLEAAMS HUMAN RESOURCES COMMISSION, AND TO INCREASE THE MEMBERSHIP OF THE COMMISSION BY THREE MEMBERS FROM SUCH COUNTY.
Be it enacted by the General Assembly of the State of South Carolina:
Anderson included in preamble
Section 1. The preamble of Act 670 of 1976 is amended by inserting after "Abbeville," on line two "Anderson," so that when amended the preamble shall read:
"Whereas, The General Assembly finds that a public commission should be created in Greenwood, Laurens, Edgefield, Abbeville, Anderson, McCormick, and Saluda Counties charged with the responsibility of implementing programs designed to improve the health, education, welfare, housing, and employment opportunities of economically disadvantaged persons in such counties, the commission to be funded by federal, state, county, municipal, or private organizations. Now, therefore,".
GLEAMS changed to GLEAAMS
Section 2. Section 1 of Act 670 of 1976 is amended by striking "GLEAMS" on line one and inserting "GLEAAMS" and by inserting after "Abbeville," on line two "Anderson," so that when amended Section 1 shall read:
"Section 1. There is hereby created the GLEAAMS Human Resources Commission in Greenwood, Laurens, Edgefield, Abbeville, Anderson, McCormick, and Saluda Counties."
Commission increased
Section 3. Subsection (a) of Section 3 of Act 670 of 1976 is amended by striking "eighteen" on line two and inserting "twenty-one" so that when amended subsection (a) shall read:
"(a) The commission shall be composed of twenty-one members and shall be so constituted that (1) one-third of the members of the commission are elected public officials, or their representatives, unless the number of such officials reasonably available or willing to serve is less than one-third of the membership of the commission; (2) at least one-third of the members are persons chosen in accordance with democratic selection procedures adequate to assure that they are representative of the poor in the areas served; and (3) the remainder of the members are officials or members of business, industry, labor, religious, welfare, education, or other major groups and interests in the areas served."
Apportionment of members of commission
Section 4. Section 4 of Act 670 of 1976 is amended to read:
"Section 4. The twenty-one members of the commission shall be apportioned among the participating counties as follows:
1. Greenwood County--three members
2. Laurens County--three members
3. Edgefield County--three members
4. Abbeville County--three members
5. Anderson County--three members
6. McCormick County--three members
7. Saluda County--three members
The membership from each county shall also be constituted according to the formula provided for in Section 3(a) of this act."
Time effective
Section 5. This act shall take effect upon the approval by the Governor.
