AN ACT TO PROVIDE THAT THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL SHALL EMPLOY TWO FULL-TIME HEALTH INSPECTORS OF COMMERCIAL HAZARDOUS WASTE TREATMENT, STORAGE, AND DISPOSAL FACILITIES LOCATED IN THE STATE; AND TO PROVIDE FOR THEIR DUTIES AND RESPONSIBILITIES.

Be it enacted by the General Assembly of the State of South Carolina:

Department to assign inspectors

SECTION 1. The Department of Health and Environmental Control shall assign two full-time health inspectors to serve at commercial hazardous waste treatment, storage, and disposal facilities located in South Carolina for the purpose of assuring the protection of the health and safety of the public by monitoring the receipt and handling of hazardous waste at these sites. One inspector must be assigned to monitor treatment and storage facilities and the other inspector shall monitor secure land fill facilities.

The Department shall implement a fee schedule to cover the costs of implementing this inspection program and the fees must becollected from the hazardous waste generators utilizing these sites.

Time effective

SECTION 2. This act shall take effect upon approval by the Governor.
