AN ACT TO AMEND SECTION 7-7-380, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE VOTING PRECINCTS IN LEXINGTON COUNTY, SO AS TO REVISE THESE PRECINCTS, TO PROVIDE THAT THE POLLING PLACES OF THESE VARIOUS PRECINCTS SHALL BE AS DESIGNATED BY THE LEXINGTON COUNTY ELECTION COMMISSION, AND TO DEFINE THE BOUNDARIES OF THESE PRECINCTS; TO PROVIDE THAT THE DIVISION OF RESEARCH AND STATISTICAL SERVICES OF THE STATE BUDGET AND CONTROL BOARD SHALL PERFORM A STUDY OF THE PRECINCT LINES IN LEXINGTON COUNTY AND MAKE RECOMMENDATIONS AS TO ANY CHANGES IT CONSIDERS NECESSARY TO THE COUNTY LEGISLATIVE DELEGATION AND THE COUNTY ELECTION COMMISSION NOT LATER THAN JANUARY 1, 1986; AND TO PROVIDE THAT THE PROVISIONS OF THIS ACT, RELATING TO THE REVISION OF THE VOTING PRECINCTS IN LEXINGTON COUNTY, SHALL BE EFFECTIVE BEGINNING WITH THE 1986 MUNICIPAL AND SCHOOL BOARD ELECTIONS IN THE COUNTY AND THEREAFTER.

Be it enacted by the General Assembly of the State of South Carolina:

Voting precincts in Lexington County

SECTION 1. Section 7-7-380 of the 1976 Code is amended to read:

"Section 7-7-380. In Lexington County there are the following voting precincts: Batesburg; Mims; Crapps Store; Gilbert; Pond Branch; Ridge Road; Summit; Leesville; Hollow Creek; Boiling Springs; Edmund; Red Bank; Round Hill; Fairview; Pelion; Mack Edisto; Swansea; Sandy Run; Gaston; Sharpes Hill; Chapin; Cromer; Lexington # 1; Lexington # 2; Cayce # 1; Cayce # 2; Cayce # 3; Chalk Hill; Congaree; Hooks Store; Saluda River; Springdale; Town of Pine Ridge; West Columbia # 1; West Columbia # 2; West Columbia # 3; West Columbia # 4; Irmo; Challedon; Whitehall; Gardendale; Woodland Hills; Pineview; Cayce 2-A; Lakeside; Lake Murray; Jamil Road; Seven Oaks; Cold Stream; Harbison; St. David; Edenwood; Quail Hollow.

The polling places of the various voting precincts in Lexington County shall be designated by the Lexington County Election Commission. All the precinct lines and polling places in Lexington County shall be as shown on maps filed with the Register of Mesne Conveyances of the county, the State Election Commission, and the Division of Research and Statistical Services of the State Budget and Control Board.

The boundaries of the various voting precincts in Lexington County are as follows:

BATESBURG: Starting at the intersection of the Saluda/Lexington County line and the north town limit of Batesburg, at the date of the enactment of this act; thence east along the north town limit of Batesburg to intersection of Road 391, (Summerland Avenue), Mitchell Street; thence south, east, and west around the town limits of Batesburg, at the date of the enactment of this act, to Road 178; thence southwest along the town limit of Batesburg, at the date of the enactment of this act to the Saluda/Lexington County line; thence northeast along the Saluda/Lexington County line to point of beginning at the north town limit of Batesburg.

MIMS: Starting at the point of intersection of the Southern Railway Railroad tracks and the southwest Leesville town limit; thence southeast along Road 484 to its intersection with Road 47; thence southeast along Road 47 to its end at Road 77; thence southwest one-fourth mile along Road 77 to the intersection of Road 445; thence southwest along Road 445, an unimproved road to intersection of another unimproved road; thence south along unimproved road to the intersection of Highway 391, and the Aiken County line; thence northwest along the Aiken County line to the Saluda County line; thence north along the Saluda County line to the Batesburg town limit; thence east and north along the Batesburg town limit, at the date of the enactment of this act, to the Southern Railroad tracks; thence northeast along the Southern Railway Railroad tracks to the point of beginning.

CRAPPS STORE: Starting at the point of intersection of Road 158 and Horse Creek; thence east along Road 158 to where it ends at Road 24; thence south along Road 24 to its intersection with Highway U. S. 1; thence southwest along Highway U. S. 1 for approximately three and one-half miles to its intersection with Horse Creek; thence north along Horse Creek to the point of beginning.

GILBERT: Starting at the point of intersection of Highway U. S. 1 and Road 880; thence south along Road 880 for one and one-half miles to the beginning of Road 944; thence south along Road 944 to its end at Road 60; thence east along Road 60 for one mile to its end at Road 77; thence southwest along Road 77 for one-half mile to an unimproved road; thence southeast for one mile along the unimproved road to Highway 1-20; thence southwest along 1-20 to its intersection with Road 625; thence northwest along Road 625 for one-fourth mile to an unimproved road; thence west on unimproved road for approximately three miles to Road 77; thence northeast one-half mile along Road 77 to Road 616; thence west for one-half mile along Road 616 to unimproved road; thence north for one mile along the unimproved road to the Gilbert town limit; thence north along the Gilbert town limit for approximately one mile to an unimproved road; thence northwest for approximately one and three-fourths miles along the unimproved road and Road 277, to its intersection with Highway U. POND BRANCH: Starting at the point of intersection of the Aiken County line, Highway S. C. 391 and Old Two Notch Road; thence northeast along Old Two Notch Road to its intersection with Road 77 near Brodie's Mill; thence northeast along Road 77 to its intersection with an unimproved road running east approximately three miles to Old Charleston Road near Crout Pond and near the intersection of Old Charleston Road and Highway 1-20; thence east along this unimproved road to its intersection with Old Charleston Road; thence southeast along Old Charleston Road to its intersection with Road 278 and Road 625; thence south approximately four and one-half miles along Road 278 to its intersection with an unimproved road approximately one-half mile south of St. Johns Church; thence west approximately three and one-half miles along this unimproved road to where it intersects the gas line a short distance north of where the gas line intersects Highway U. S. 178; thence south along the gas line to its intersection with the Aiken County line; thence northwest along the Aiken County line to the point of beginning.

RIDGE ROAD: Starting at the point of intersection of the Saluda County line and the Batesburg northwestern town limit; thence northeast along the Saluda County line to the Newberry County line, being the bedline of the Saluda River in Lake Murray; thence east along the Saluda River bedline in Lake Murray to the intersection with the Hollow Creek and Horse Creek bedline; thence southwest in Lake Murray along the Hollow Creek and Horse Creek bedline to Horse Creek; thence south along Horse Creek to its intersection with Highway U. S. 1; thence southwest along Highway U. S. 1 to the Leesville town limit; thence west along the Leesville town limit to the Southern Railway Railroad tracks; thence southwest along the Southern Railway Railroad tracks to the Batesburg town limit to the point of beginning.

SUMMIT: Starting at the point of intersection of Highway U. S. 1 and Road 277; thence south along Road 277 and an unimproved road to the Gilbert town limit; thence south one mile along the Gilbert town limit to an unimproved road; thence south one mile along the unimproved road to its intersection with Road 616; thence west along Road 616 for approximately three and one-half miles to its intersection with an unimproved road; thence north for approximately two and one-half miles along the unimproved road to its ending at Highway U. LEESVILLE: Starting at the point of intersection of the northwest Leesville town limit and Highway S. C. 245; thence east along the Leesville town limit to Highway U. S. 1; thence northeast along Highway U. S. 1 for one mile to an unimproved road; thence southeast along unimproved road for a distance of approximately three miles to where it intersects Road 616; thence east along Road 616 to its end at Road 77; thence southwest along Road 77 for six miles to Road 47; thence northwest along Road 47 to where it intersects with Road 484; thence northwest along Road 484 to the Leesville town limit; thence west along the Leesville town limit to the point of beginning.

HOLLOW CREEK: Starting at the point of intersection of Road 24 and Highway U. S. 1; thence north along Road 24 for three and one-half miles to intersection with Road 158; thence west along Road 158 to intersection with Horse Creek; thence north along Horse Creek and into Lake Murray along Horse Creek and Hollow Creek bedline to the bedline of the Saluda River; thence east along bedline of the Saluda River in Lake Murray to the bedline of Beaverdam Creek; thence southwest in Lake Murray along bed line of Beaverdam Creek to Highway U. FAIRVIEW: Starting at the point of intersection of Black Creek and Road 278; thence southeast along Black Creek to the Aiken County line, also being the North Fork of the Edisto River; thence along Aiken County line to its intersection with the gas line; thence north along gas line to its intersection with an unimproved road, approximately one-half mile north of where gas line intersects Highway U. S. 178; thence east along unimproved road for approximately three miles to where it ends at another unimproved road; thence southeast along the unimproved road for one-fourth mile where it ends at Road 278; thence northeast along Road 278 for one-fourth mile to point of beginning.

PELION: Starting at the point of intersection of Black Creek and Road 2 78 near St. John's Church; thence northeast along Road 278 to intersection of Road 624; thence northeast along Road 624 to intersection of Roads 625, 900, and an unimproved road; thence east along the unimproved road for three miles to its end at Highway S. C. 215; thence northeast along Highway S. C. 215 for approximately one-half mile to an unimproved road; thence east along the unimproved road for one mile to another unimproved road; thence south for two miles along the unimproved road, ending at another unimproved road; thence southwest approximately one-sixth mile along the unimproved road ending at another unimproved road; thence southeast one and one-half miles along the unimproved road ending at another unimproved road; thence southwest for one mile along the unimproved road ending at another unimproved road; thence east along the unimproved road for one and one-half miles ending at Road 100; thence south along Road 100 to its intersection with Road 9; thence southwest along Road 9 to its intersection with Highway U. S. 178 and Roads 9 and 55; thence northeast along Road 9 to its intersection with Road 100; thence south along Road 100 to Road 665; thence southeast along Road 665, and an unimproved section of this road, crossing Salem Creek and Road 1143 to the Orangeburg County line; thence southwest along the Orangeburg County line to the Aiken County line, also being the North Fork of the Edisto River; thence northwest along the Aiken County line to Highway S. SWANSEA: Starting at the point of intersection of Road 65, the Calhoun County line and Pine Plain Road, also known as Road 162; thence south along Pine Plain Road ending at Highway S. C. 692; thence southeast along Highway S. CROMER: Starting at the point of intersection of Highway 1-20 and Highway U. S. 378; thence southeast along Highway U. S. 378 to its intersection with Leaphart Road, als6 known as Road 30; thence southeast for one-fourth mile along Leaphart Road to its intersection with Jessamine Road, also known as Road 685; thence west and south along Jessamine Road to its end at Highway U. S. 378 to its intersection with the Hope Ferry Road, Road 874; thence north along the Hope Ferry Road to its end on the banks of the Saluda River; thence southeast along the Saluda River to its intersection with Highway 1-20; thence southwest along Highway 1-20 to its intersection with Highway S. C. 6; thence north along Highway S. C. 6 to the point of beginning.

LEXINGTON NO. 2: Starting at the intersection of Highway U.S. 1 and Road 204; thence east along Highway U. S. 1 to its intersection with the Lexington west town limit line at the date of the enactment of this act; thence north, then east along the Lexington town limit at the date of the enactment of this act to the point where this town limit line intersects Highway S. C. 6; thence south along Highway S. C. 6 to its intersection with Highway 1-20; thence southwest along Highway 1-20 to its intersection with Road 204; thence north on Road 204 to the point of beginning.

CAYCE NO. 1: Starting at the intersection of 9th Street and the Cayce city limit at the date of the enactment of this act; thence in an easterly direction along the Cayce city limit at the date of the enactment of this act, along a broken line, to the Congaree River; thence south along the Cayce city limit at the date of the enactment of this act, along the Congaree River, to the point of intersection with the Augusta line of the Southern Railway; thence west along the Southern Railway to its intersection with 12th Street and Poplar Street; thence east along Poplar Street to its intersection with 9th Street; thence north along 9th Street to the point of beginning.

CAYCE NO. 2: Starting at the Southern Railroad tracks, Congaree River, and the Cayce city limits; thence south along the Congaree River to the meeting of the Congaree Creek; thence in a northwest direction along the Congaree Creek to Frink Street; thence north along Frink Street to Six Mile Creek; thence east along Six Mile Creek to Seaboard Coast Line tracks; thence north along the Seaboard Coast Line tracks to Taylor Road; thence northwest along Taylor Road to the property of the Claude A. CHALK HILL: Starting at the point of intersection of Highways U. S. 21, 176, and 321, and Congaree Creek; thence running east along Congaree Creek to Cayce city limit; thence following Cayce city limit to Congaree River; thence following Congaree River to its intersection with Calhoun County line; thence following Calhoun County line to Hunt Creek; thence following Hunt Creek west for a distance of approximately one and one-half miles to an unimproved road; thence following the unimproved road for a distance of approximately one and one-half miles to its intersection with Highway U. Provisions to be effective beginning with 1986 elections

SECTION 2. The provisions of this act shall be effective beginning with the 1986 municipal and school board elections in Lexington County and thereafter.

Study to be conducted

SECTION 3. The Division of Research and Statistical Services of the State Budget and Control Board during 1985 shall do a study of the precinct lines in Lexington County and in so doing shall consult with the county legislative delegation, the county election commission, the county council, and the elected municipal and school board officials of the county. The division must also hold a public hearing concerning the precinct lines for the purpose of obtaining input from the public. Upon completion of this study in the manner required above and not later than January 1, 1986, the division shall make recommendations as to any changes it considers necessary to the precinct lines of the several voting precincts in Lexington County to the county legislative delegation and the county election commission.

Time effective

SECTION 4. This act shall take effect upon approval by the Governor.
