One member must be appointed from each of the sixteen judicial circuits, three must be appointed from the State at large, and one member must be the Commissioner of Agriculture. Any officers deemed necessary by the Board in addition to the chairman must be selected by the Board to serve for such terms as the Board may designate. Vacancies must be filled in the manner of the original appointments for the unexpired portions of the terms only."
