A JOINT RESOLUTION TO PERMIT THE ANDERSON COUNTY BOARD OF EDUCATION TO INCREASE THE TAX LEVY FOR ANDERSON COUNTY SCHOOL DISTRICT FOUR BY MORE THAN FIVE MILLS WITHOUT A REFERENDUM FOR THE 1983 TAX YEAR, TO REQUIRE THE COUNTY BOARD OF EDUCATION TO HOLD A PUBLIC HEARING PRIOR TO APPROVING ANY MILLAGE INCREASE ABOVE FIVE MILLS, AND TO PRESCRIBE THE USES OF THE FUNDS GENERATED BY SUCH MILLAGE INCREASE.

Be it enacted by the General Assembly of the State of South Carolina:

Tax levy may be increased

SECTION 1. For the 1983 tax year, the Anderson County Board of Education may increase the tax levy for Anderson County School District Four by more than five mills without a referendum to meet requirements of the Education Finance Act.

Prior to approving any millage increase above five mills, the Anderson County Board of Education shall hold a public hearing concerning the necessity and purpose of the millage increase and shall use any new funds which would be generated by said millage increase for the sole purpose of avoiding a reduction in state funds that may be caused by noncompliance with the Education Finance Act.

Time effective

SECTION 2. This act shall take effect upon approval by the Governor.
