AN ACT TO AMEND SECTION 7-7-110, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE VOTING PRECINCTS IN BEAUFORT COUNTY SO AS TO REVISE CERTAIN PRECINCTS.

Be it enacted by the General Assembly of the State of South Carolina:

Voting precincts in Beaufort County

SECTION 1. Section 7-7-110 of the 1976 Code, as last amended by Act 193 of 1979, is further amended to read:

"Section 7-7-110. In Beaufort County there are the following voting precincts:

No. 1. Beaufort No. 1-A. Beginning at the intersection of Charles Street and Boundary Street; thence easterly to the waters of Beaufort River; thence following Beaufort River to the intersection of Beaufort River and Charles Street; thence northerly along Charles Street to point of beginning.

No. 2. Beaufort No. 1-B. Beginning at a point at the intersection of Boundary Street (U.S. Highway 21) and Ribault Road; thence in an easterly direction along the center of Boundary Street to the intersection of Charles Street; thence southerly along Charles Street to the waters of Beaufort River; thence in a northerly direction to the center of Bay Street to a point south of the Beaufort County Courthouse; thence in a westerly direction along the center of Bay Street to its intersection with Ribault Road; thence in a northerly direction along the center of Ribault Road to U.S. Highway 21 (Boundary Street) and the point of beginning.

No. 3. Beaufort No. 2. Beginning at a point of the intersection of Boundary Street (U.S. Highway 21) and Ribault Road (S.C. Highway 281); thence in an easterly direction along the center of Boundary Street and extending east therefrom to the waters of Beaufort River; thence following the waters of Beaufort River in a northerly and westerly direction to a point north of the western city limits of Beaufort; thence south to the intersection of the western limits of the city of Beaufort and Boundary Street; thence easterly along the center of Boundary Street to the point of beginning.

No. 4. Beaufort No. 3. Beginning at a point of the intersection of Boundary Street (U. S. Highway 21) and Ribault Road (S. C. Highway 281); thence south along the center of Ribault Road to its intersection with Bay Street; thence easterly along the center of Bay Street to a point due south of the Beaufort County courthouse; thence southerly following the waters of Beaufort River to the southern boundary of the Beaufort Memorial Hospital; thence along said boundary westerly to Ribault Road; thence southerly along Ribault Road to Allison Road; thence westerly along Allison Road to the waters of Battery Creek; thence northerly following the waters of Battery Creek to the intersection with the western city limits of Beaufort as of January 1, 1979; thence easterly along the city limits to the center of Boundary Street; thence easterly along Boundary Street to the point of beginning.

No. 5. Bluffton. Beginning at a point where S.C. Highway 278, S.C. Highway 170 and the Beaufort County line intersect; thence following S.C. Highway 278 easterly to the Colleton (or Okatie) River; thence following course of the Colleton and Okatie River to the intersection of Port Royal Sound; thence following Calibogue Sound south to the Cooper River; thence south and southwest on Cooper River to Rams Horn Creek; thence following Rams Horn Creek south to the New River and the county line; thence following the county line clockwise to the intersection of the county line, S.C. Highway 278 and S.C. Highway 170 and the point of beginning.

No. 6. Burton No. 1-A. Beginning at the intersection of Highway 170 and Fairground Road; thence northerly along Fairground Road to Highway 20; thence easterly along Highway 20 to the intersection of Highway 40; thence northerly along Highway 40 to the intersection of Highway 116; thence westerly following the southern boundary of the Capehart housing project to the Broad River; thence southerly along Broad River to the intersection of Highway 170; thence northeasterly along Highway 170 to the point of beginning.

No. 7. Burton No. 1-B. Beginning at the intersection of Highway 170 and Fairground Road; thence northeasterly along Highway 170 to its intersection of the Seaboard Coastline Railroad; thence westerly along the railroad to its intersection of Highway 280; thence southerly along Highway 280 to the intersection of State Road 73; thence westerly along State Road 73 to the intersection of State Road 265; thence northerly and easterly along State Road 265 to its intersection of Highway 21; thence northerly along Highway 21 to the intersection of State Road 86; thence westerly along State Road 86 to the intersection of Pole Bridge Road; thence westerly along Pole Bridge Road to its intersection of Highway 116; thence southerly along State Road 40 to its intersection of State Road 20; thence westerly along State Road 20 to its intersection with Fairground Road; thence southerly along Fairground Road to the point of beginning.

No. 8. Burton No. 2. That area of Port Royal Island lying westerly of Battery Creek and south and east of a line formed by S.C. Highway No. 170 commencing at the Broad River Bridge; thence in a northeasterly direction on the center line of S.C. Highway No. 170 to its intersection with Atlantic Coast Line Railroad; thence easterly along the center line of Atlantic Coast Line Railroad to the city limits of Beaufort; thence northerly along the western city limits of the city of Beaufort to the waters of Albergotti Creek, including Parris Island.

No. 9. Burton No. 3. That area of Port Royal Island bounded as follows: Beginning at the point of intersection of the northwest city limit of Beaufort and the Atlantic Coast Line Railroad; thence westerly along the center line of the Atlantic Coast Line Railroad to the intersection of S.C. Highway 280; thence southerly along the center line of S.C. Highway 280 to the intersection of State Road 73; thence westerly along the center line of State Road 73 to the intersection of State Road 265; thence northerly and easterly along the center line of State Road 265 to the western boundary of the Marine Corps Air Station; thence northerly and easterly along the boundary of the Marine Corps Air Station to the intersection with the Intracoastal Waterway; thence southerly and easterly along the waters of the Intracoastal Waterway to the intersection with the northern city limit of Beaufort; thence southerly along the western city limit of Beaufort to the intersection of the Atlantic Coast Line Railroad at the point of beginning.

No. 10. Chechessee. Beginning at the intersection of the Beaufort County line and the Chechessee River and following the Chechessee River southeasterly to the Colleton River; thence following the course of Colleton and Okatie River to S.C. Highway 278; thence following S.C. Highway 278 in a westerly direction to the county line; thence following the county line in a clockwise direction to the Chechessee River and the point of beginning.

No. 11. Dale Lobeco. The southern portion of Sheldon Township lying south of the center line of S.C. Road 149 south of a line due east from the intersection of State Road 149 and State Road 43 to the Combahee River and South of a line due west from the intersection of State Road 149 and U.S. Highway 21 to Huspah Creek; thence southerly along Huspah Creek to Whale Branch; thence easterly along Whale Branch to Coosaw River; thence easterly along Coosaw River to the Combahee River; thence northwesterly along Combahee River to point where line extended due east of intersection of State Roads 43 and 149 intersects the Combahee River and east of Huspah Creek.

No. 12. Daufuskie. Composed of Daufuskie Island.

No. 13. Lady's Island No. 1-A. That area of Lady's Island and all of the smaller islands adjacent thereto being bounded as follows: Beginning at a point on Beaufort River where U.S. Highway 21 crosses the river; thence northerly up Beaufort River to Brickyard Creek; thence northerly up Brickyard Creek to the Coosaw River; thence easterly down the Coosaw River to St. Helena Sound; thence southerly through St. Helena Sound to the Morgan River; thence westerly down the Morgan River and other tributaries separating Lady's Island from St. Helena Island to the Intersection of Highway 21; thence westerly on Highway 21 to point of beginning.

No. 14. Lady's Island No. 1-B. Beginning at the intersection of Highway 21 and Beaufort River; thence easterly along Highway 21 to the intersection of Chowan Creek and Highway 21; thence down Chowan Creek to Port Royal Sound; thence northerly up the Beaufort River to the point of beginning.

No. 15. Mossy Oaks No. 1. Beginning at a point at the southern boundary of the Beaufort Memorial Hospital and the marshes of the Beaufort River; thence westerly along the boundary to Ribault Road; thence southerly along Ribault Road to Allison Road; thence westerly along Allison Road to the marshes of Battery Creek; thence westerly along the marshes of Battery Creek to the city limits of Beaufort; thence southerly along the city limits of Beaufort until its intersection with Mossy Oaks Road extension; thence easterly along Mossy Oaks Road to Ribault Road; thence easterly along Beaufort city limits to the Beaufort River; thence northerly along Beaufort River to the point of beginning.

No. 16. Mossy Oaks No. 2. Beginning at the intersection of Mossy Oaks Road and Port Royal city limits; thence westerly along Mossy Oaks Road to the intersection of Beaufort city limits and Mossy Oaks Road Extension; thence following the Beaufort city limits westerly; thence northerly and thence westerly to Battery Creek; thence southerly along Battery Creek to Beaufort and Port Royal city limits; thence following the Beaufort and Port Royal city limits back to point of beginning.

No. 17. Port Royal. The town of Port Royal and that area of Port Royal Island lying with the city limits of Port Royal.

No. 18. Seabrook. That area of Port Royal Island being bounded as follows: Beginning at a point northwest of Whale Island at the intersection of the Broad River and Whale Creek; thence extending northeast along Whale Creek to the waters of Branch Creek; thence easterly along Branch Creek to the waters of the Intracoastal Waterway; thence southwesterly and westerly along the Intracoastal Waterway to the intersection at the northeastern boundary of the Marine Corps Air Station; thence along the northern and western boundaries of the Marine Corps Air Station to the intersection of State Road 86, thence westerly along the center line of State Road 86 to the intersection of an unnumbered county road; thence westerly along the center line of the unnumbered county road to the intersection of S.C. Highway 116; thence northwesterly along the center line of S.C. Highway 116 to the intersection with the southern boundary of the Capehart Housing Project; thence along the southern boundary of the Capehart Housing Project to the Broad River; thence northerly along waters of the Broad River to Whale Creek at the point of beginning.

No. 19. Sheldon. Beginning at a point where the Beaufort and Hampton County lines meet on the Combahee River; thence following the Combahee River and Beaufort County line east and southeast to a branch of Branford Creek; thence following the branch of Branford Creek and Branford Creek to Blue Creek; thence following Blue Creek north to its intersection with S. C. Highway 43; thence southerly along S. C. Highway 43 a short distance south to S. C. Highway 149; thence westerly on S. C. Highway 149 to S. C. Highway 21; thence north on S. C. Highway 21 a short distance to an unnamed county road; thence following the unnamed county road west to a branch of Huspah Creek near Bull Point; thence following the course of such branch and Huspah Creek to Whale Branch; thence following Whale Branch south and west to the Broad River; thence following the Broad River and Beaufort County line north to the Pocotaligo River; thence

following the Beaufort County line north and northeast (clockwise) to its intersection with the Combahee River and point of beginning.

No. 20. St. Helena No. 1-A. Beginning at the mouth of Chowan Creek and Capers Creek; thence northerly along Chowan Creek across Highway 21 to Warsaw Flats; thence northerly along Warsaw Flats to the headwaters of Morgan River; thence easterly along Morgan River to the mouth of Eddings Point Creek; thence southerly along Eddings Point Creek to its intersection with State Road 183 and State Road 74; thence southerly along State Road 183 and State Road 74 to Highway 21; thence easterly along Highway 21 to State Road 470; thence southerly along State Road 470 to State Road 77; thence across State Road 77 southerly to the waters of Harbor River; thence southerly along Harbor River to the mouth of Club Bridge Creek; thence westerly and northerly along Club Bridge Creek to its intersection of State Road 77; thence northerly along State Road 77 to State Road 37; thence westerly along State Road 37 to State Road 45; thence southerly along State Road 45 to State Road 185; thence westerly along State Road 185 to its intersection with Capers Creek; thence southerly and westerly along Capers Creek to the point of beginning.

No. 21. St. Helena No. 1-B. Beginning at the intersection of Capers Creek and Highway 185; thence easterly along Highway 185 to the intersection of Highway 45; thence northerly on Highway 45 to Highway 37; thence easterly along Highway 37 to the intersection of Highway 77; thence southerly along Highway 77 to the intersection of Club Bridge Creek; thence southerly along Club Bridge Creek to the waters of Harbor River; thence westerly along Harbor River to Trenchards Inlet; thence westerly to the Atlantic Ocean and then westerly along the Atlantic Ocean to Port Royal Sound; thence northerly up Port Royal Sound and Beaufort River to the intersection of Chowan Creek; thence northerly up Chowan Creek to Capers Creek;

thence easterly and northerly up Capers Creek to the point of beginning.

No. 22. St. Helena No. 2. That area of St. Helena Island and all of the small islands adjacent thereto, being bounded on the north by the waters of Morgan River and St. Helena Sound; on the east by the Atlantic Ocean; on the west by Trenchards Inlet, Harbor River and a line formed by the county road running from Seaside Road to the intersection of Eddings Point Road thence northerly along the center line of Eddings Point Road (S.C. Roads 183 and 74) to the waters of Morgan River.

No. 23. Hilton Head Island, Precinct 1. Beginning at a point that is the intersection of the Hilton Head Plantation boundary and the northeast corner of the public school property; then, west and southwest along the public school property to a point where the property boundary intersects with Gumtree Road; then, in a southerly direction along Gumtree Road to a point where it intersects with US Highway 278; then, along US Highway 278 in a westerly direction to a point that intersects the western boundary of Honey Horn Plantation; then, south and then east along the boundary of Honey Horn Plantation to a point where this boundary intersects with the boundary of Indigo Run (Gardner-Matthews) Plantation; then, southwest and south along the Indigo Run Plantation boundary to a point where this line intersects Marshland Road; then, south along a line, that is an extension of the western boundary of Indigo Run Plantation, to a point that is the high-water mark on the northern shore of Broad Creek; then, northwest along the northern shore of Broad Creek to a point where Broad Creek intersects with the eastern boundary of Spanish Wells Plantation; then, north and northwest along the northern boundary of Spanish Wells Plantation to a point where the boundary of Spanish Wells Plantation intersects the mean low-water mark of Calibogue Sound; then, west along a line extending from the mean low-mark of Calibogue Sound and the northern boundary of Spanish Wells Plantation to the town limits of the Town of Hilton Head Island; then, north along the town limits to a point where the town limits intersect the mean low-water mark of Calibogue Sound at Jarvis Creek; then, in a northwestly direction along the mean low-water mark of Calibogue Sound to Skull Creek; then, east along Skull Creek to a point where Skull Creek intersects the town limits of the Town of Hilton Head Island, just northeast of Blue Heron Point; then, northeast along the town limits to a point that is the intersection of the town limits and a line that is an extension of the western boundary of the Hilton Head Plantation; then, southeast and south along the boundary of the Hilton Head Plantation to a point that is the intersection of the Hilton Head Plantation and the northeast corner of the public school property, which is the point of beginning.

No. 24. Hilton Head Island, Precinct 2. Beginning at a point that is the intersection of Matthews Drive and US Highway 278 at Pineland Mall; then, south along Matthews Drive to the northern boundary of Woodlake Villas and Hilton Head Terrace; then, west in a counterclockwise direction around the perimeter of Woodlake Villas and the Hilton Head Terrace back to Matthews Drive; then, south along Matthews Drive to the intersection of US Highway 278; then, south along US Highway 278 to the intersection of the southern boundary of the property known as Hilton Head Beach and Tennis Resort; then, east along the southern boundary of Hilton Head Beach and Tennis Resort and along an extension of that line to the town limits of the Town of Hilton Head Island on the Atlantic shore; then, southwest along the town limits to a point which is intersected by the extension of the northern boundary of Palmetto Dunes Resort; then, northwest along that line and the northern boundary of Palmetto Dunes Resort to US Highway 278; then, northwest across US Highway 278 to the northern boundary of Shelter Cove; then, west and southwest along the boundary of Shelter Cove to the northern boundary of Yacht Cove; then, southwest along the northwestern boundary of Yacht Cove to the northern boundary of Long Cove Plantation; then, west along the northern boundary of Long Cove Plantation and across Broad Creek to the high-water mark on the northern shore of Broad Creek; then, west along the high-water mark of Broad Creek to a point that is the intersection of an extension of the western boundary of Indigo Run (Gardner-Matthews) and the Broad Creek high-water mark; then, north along the extension of the western boundary of Indigo Run Plantation across the intersection with Marshland Road; then, north and east along the western boundary of Indigo Run Plantation to the southern boundary of Honey Horn Plantation; then, west and north along the Honey Horn Plantation boundary to the intersection with US Highway 278; then, east along US Highway 278 to the intersection of Gumtree Road; then, north along Gumtree Road to a point that intersects the northwestern boundary of the public school property; then, northeast and southeast along the public school property boundary to the intersection with the Hilton Head Plantation boundary; then, southwest along the Hilton Head Plantation boundary to a point that intersects an extension from the northern side of the public high school building; then, west along that line, then west in a counterclockwise direction around the public high school building back to the Hilton Head Plantation boundary; then, south along the Hilton Head Plantation boundary to US Highway 278; then, east along US Highway 278 to the intersection of Matthews Drive, which is the point of beginning.

No. 25. Hilton Head Island, Precinct 3. Beginning at a point that is the intersection of US Highway 278 and Matthews Drive at Pineland Mall; then, west along US Highway 278 to the intersection of the eastern boundary of Hilton Head Plantation; then, north along the eastern boundary of Hilton Head Plantation to Mitchellville Road; then, east along Mitchellville Road to the intersection of Mitchellville Place Road; then, east along Mitchellville Place road and continuing along a line, that is an extension of Mitchellville Place Road, to the intersection with the western boundary of Port Royal Plantation; then, south and east along the western boundary of Port Royal Plantation to the intersection of US Highway 278; then, west along US Highway 278 to the intersection of Matthews Drive, which is the point of beginning.

No. 26. Hilton Head Island, Precinct 4. Beginning at a point that is the intersection of the Hilton Head Plantation boundary and the northeast corner of the public school property; then, east and northwest along the Hilton Head Plantation boundary to Skull Creek and continuing along that line, which is an extension of the Hilton Head Plantation boundary, to a point that intersects the town limits of the Town of Hilton Head Island; then, in a northerly direction along the town limits to Red Marker Buoy #4; then, southeast to the mouth of Bear Creek (Elliot Creek); then, south along Bear Creek to Seabrook Drive; then, south beneath Seabrook Drive to the Unnamed Lagoon with the Spring Lake Recreation Area; then, south along the unnamed lagoon to a point that is the intersection of a line, that is an extension of the southernmost road into Spring Lake Recreation Area, and the mid-point of the Unnamed Lagoon; then, east along that line to the southernmost road in the Spring Lake Recreation Area; then, east and northeast along the Unnamed Road to the intersection of the entrance of the Spring Lake Recreation Area and Seabrook Drive; then, south along Seabrook Drive to the intersection of Whooping Crane Way; then, southeast and south along Whooping Crane Way to the intersection of the northern boundary of the Whooping Crane Pond Conservancy; then, in an easterly and southerly direction along the Whooping Crane Point Conservancy boundary to the intersection of the Hilton Head Plantation boundary; then, south along the Hilton Head Plantation boundary to US Highway 278; then, west and northwest along US Highway 278 to the intersection of the southwestern corner of the public school property boundary and the Hilton Head Plantation boundary; then, northeast along the public school property boundary to a point that is the intersection of a line, that is an extension from the south side of the high school building; then, in a clockwise direction around the high school building and back to the Hilton Head Plantation boundary; then, east along the Hilton Head Plantation boundary to the intersection of the Hilton Head Plantation boundary and the northeast corner of the public school property, which is the point of beginning.

No. 27. Hilton Head Island, Precinct 5. Beginning at a point that is the intersection of Whooping Crane Way and Seabrook Drive; then, north along Seabrook Drive to the Unnamed Road that is the entrance to the Spring Lake Recreation Area; then, west along the Unnamed entrance road to the intersection of the southernmost unnamed road; then, west along the southernmost unnamed road and continuing along a line that is an extension of that road to a point in the Unnamed Lagoon within the Spring Lake Recreation Area; then, in a northerly direction along the Unnamed Lagoon to a point where it flows beneath Seabrook Drive and into Bear Creek; then, in a northerly direction along Bear Creek to Skull Creek; then, north along a line from the center of the mouth of Bear Creek (Elliot Creek) to Red Marker Buoy #4 on the town limits of the Town of Hilton Head Island; then, east and southeast along the town limits to a point that is the intersection of the town limits and a line that is the extension of the eastern boundary of the Hilton Head Plantation; then, in a southwesterly direction along the extension, to the Hilton Head Plantation boundary; then, in a southwestern direction along the Hilton Head Plantation boundary to a point that is the intersection of the Hilton Head Plantation boundary and the Whooping Crane Pond Conservancy boundary; then, north along the Whooping Crane Pond Conservancy boundary to the intersection of Whooping Crane Way; then, north along Whooping Crane Way to the intersection of Whooping Crane Way and Seabrook Drive, which is the point of beginning.

No. 28. Hilton Head Island, Precinct 6. Beginning at a point that is the intersection of US Highway 278 and Matthews Drive at Pineland Mall; then, east and southeast along US Highway 278 to the western boundary of Port Royal Plantation; then, east and northeast along the boundary to a point that is the intersection of a line extending from Mitchellville Place Road; then, in a northerly direction along the extension and continuing along Mitchellville Place Road to the intersection of Mitchellville Road; then, in a northerly direction along Mitchellville Road to the intersection of the Hilton Head Plantation boundary; then, northwest along the Hilton Head Plantation boundary and continuing along an extension of that line to the town limits of the Town of Hilton Head Island in Port Royal Sound; then, east and southeast along the town limits to a point that is the intersection of the town limits and an extension of the boundary of the Hilton Head Beach and Tennis Club; then, west along the boundary of the Hilton Head Beach and Tennis Club to US Highway 278; then, north along US Highway 278 to the intersection of Matthews Drive; then, north along Matthews Drive to the southern boundary of the Woodlake Villas and Hilton Head Terrace; then, in a clockwise direction around the perimeter of Woodlake Villas and Hilton Head Terrace and back to Matthews Drive; then, north along Matthews Drive to the intersection of US Highway 278 and Matthews Drive at Pineland Mall, which is the point of beginning.

No. 29. Hilton Head Island, Precinct 7. Beginning at a point that is the intersection of US Highway 278 and the southeastern corner of Long Cove Plantation; then, in a northerly direction along the eastern boundary of Long Cove Plantation to the high-water mark on the southern shore of Broad Creek; then, east along the northern boundaries of Yacht Cove Club and Shelter Cove to the US Highway 278; then, southeast across US Highway 278 to the eastern boundary of Palmetto Dunes Resort and continuing along the boundary to the Atlantic shore; then, continuing on a line that is an extension of Palmetto Dunes Resort boundary to the town limits of the Town of Hilton Head Island; then, southwest along the town limits to a point that is the intersection of the town limits and a line that is an extension of the southwestern boundary of Palmetto Dunes Resort; then, northwest along the Palmetto Dunes Resort Boundary to its intersection with US Highway 278; then, northeast along US Highway 278 to the intersection of US Highway 278 and the southeastern corner of Long Cove Plantation, which is the point of beginning.

No. 30. Hilton Head Island, Precinct 8. Beginning at a point that is center of the Sea Pines Traffic Circle; then, in a northeasterly direction from the traffic circle along US Highway 278 to the point that is the intersection of US Highway 278 and the southwestern corner of the Palmetto Dunes Resort boundary; then, southeast along the southern boundary of the Palmetto Dunes Resort to the Atlantic shore and continuing on a line that is an extension of the boundary to its intersection with the town limits of the Town of Hilton Head Island; then, southwest along the town limits to a point that is the intersection of the town limits and a line that is an extension of Pope Avenue; then, northwest along the line and continuing along Pope Avenue to the center of the Sea Pines Traffic Circle, which is the point of beginning.
