The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Almighty God, our Heavenly Father, Who clothes the world with beauty, by Whose law the planets keep their course and in Whose creative thought life is created and sustained, keep us conscious of Your presence and help us to be patient and strong in it. May the thoughts of our minds be channels of Your way. May the dreams of our hearts fulfill Your purposes. Give us the courage to be pioneers of brotherhood, sustaining the hands and hearts and minds of all who seek to do good for mankind. Consecrate with Your wisdom the way our feet must go, the way our minds may think, and the way our hearts may feel - that our work may be well done and our lives filled with Your divine acceptance.
