The House assembled at 12:00 Noon.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Almighty God, Who has called us to tasks greater than our wisdom and to challenges beyond our strength, teach us to lean heavily upon Your strong right arm. From all the voices of this vast and varied world, save us from the tragedy of missing Your guidance. We confess that in the conceit of self-sufficiency, too often we have turned with our burning thirst, to the shattered cisterns of worldly wisdom and to our own sophisticated cleverness. Cause, we pray, Your highest truths to illumine our nearest duty, Your noble teachings to transfigure our humblest task.

Amen.

CONCURRENT RESOLUTION

On motion of Rep. HARVIN, with unanimous consent, the following was taken up for immediate consideration:

H. 2888 -- Rep. Harvin: A CONCURRENT RESOLUTION REQUESTING CLARENDON COUNTY COUNCIL TO NAME THE TAW CAW COUNTY PARK IN-CLARENDON COUNTY FOR THE LATE HONORABLE JOHN M. DUKES, JR.

Whereas, John Murrell Dukes, Jr., was born in Union County in 1915 and attended Spartanburg Junior College and graduated in 1938 with a B.S. degree in agricultural engineering from Clemson; and

Whereas, he first worked in conservation with the Soil Erosion Service in 1934 and worked in Union, Anderson, and Spartanburg counties in this State and at two locations in Pennsylvania; and

Whereas, he came to Clarendon County as conservationist in 1943 to assist the Clarendon Soil and Water Conservation District and remained conservationist until he retired in 1972, after thirty years; and

Whereas, in 1968 he was elected president of the South Carolina Chapter of the Soil Conservation Society of America; and

Whereas, he was an active member of First Baptist Church in Manning and held many positions of honor in his church, including deacon, Sunday school superintendent, and BTU director; and

Whereas, he contributed greatly to his community in the area of civic work, including, among many other activities, the Boy Scouts, through which he was honored with the Silver Beaver Award in scouting in 1958; and

Whereas, he was married to the former Mildred McKee of Columbus County, North Carolina, in 1941, and has a daughter, Joyce Brenda Cupoli of Needham, Massachusetts, and a son, James Bailey Dukes of McAllen, Texas; and

Whereas, John M. Dukes, Jr., was a superb conservationist and an outstanding individual who contributed greatly over the course of many years to the success and general well-being of Clarendon County; and

Whereas, the members of the General Assembly recognize his many fine qualities, his accomplishments, and his contributions; and

Whereas, it would be truly fitting for a suitable place in Clarendon County to be named in honor of one of Clarendon County's finest citizens. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina, by this resolution, requests Clarendon County Council to name the Taw Caw County Park in Clarendon County for the late Honorable John M. Dukes, Jr.

Be it further resolved that a copy of this resolution be forwarded to the following: Clarendon County Council; John W. Parris, executive director, South Carolina Land Resources Conservation Commission; the Clarendon County Conservation District; and the Honorable Raymond Wells, commissioner, South Carolina Land Resources Conservation Commission.

CONCURRENT RESOLUTION

H. 2891 -- Reps. Evatt, Beasley and Hayes: A CONCURRENT RESOLUTION TO DESIGNATE THE WEEK BEGINNING OCTOBER 4, 1987, AS "SOUTH CAROLINA CHILDREN'S WEEK" AND TO REQUEST THE GOVERNOR TO CALL UPON THE PEOPLE OF THIS STATE TO OBSERVE THE WEEK WITH APPROPRIATE CEREMONIES AND ACTIVITIES.

Whereas, thirty percent of the population of South Carolina are children; and

Whereas, the children of South Carolina are our most precious resource and our greatest hope for the future; and

Whereas, the children of South Carolina deserve our most concerted efforts on their behalf to enrich their lives and provide better opportunities for their future; and

Whereas, the children of South Carolina are our most vulnerable citizens and are reliant on adults and adult systems for their care and well-being and recognition of their needs; and

Whereas, a week designated for the purpose of focusing on the needs of children and the community services available to them will be beneficial both to children and to the future of South Carolina. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the week beginning October 4, 1987, is designated "South Carolina Children's Week". Governor Carroll A. Campbell is requested to call upon the people of this State to observe the week with appropriate ceremonies and activities.

Altman, Foxworth and Pearce: A CONCURRENT RESOLUTION TO DECLARE THE GENERAL ASSEMBLY'S BELIEF THAT IT IS IN THE PUBLIC INTEREST TO MAINTAIN CERTAIN TIDAL MARSH IMPOUNDMENTS AND TO MEMORIALIZE THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY TO CERTIFY PERMITS FOR THE MAINTENANCE OF DIKES FOR THESE IMPOUNDMENTS WHICH HAVE BEEN ISSUED BY THE UNITED STATES ARMY CORPS OF ENGINEERS.

Be it resolved by the House of Representatives, the Senate concurring:

That the Department of Highways and Public Transportation is requested to name the Saw Mill Branch Road Project beginning in Berkeley County and continuing into Dorchester County, upon its completion, the Berlin G. Myers Parkway.

Be it further resolved that a copy of this resolution be forwarded to the Department of Highways and Public Transportation.
