The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Eternal Father, always ready to help those who call upon You, make us more sensitive to the teachings of Your Word and incline our wills to do Your will that with clear vision and courageous minds we may move unfalteringly into this day. Make of us a blessing to all the citizens of this great State that all may live together happily, harmoniously, helping one another. We pray for minds strong enough, for hearts with courage enough, and for minds willing enough to rightly serve this age. Make us sufficiently wise to do the things we ought to do. In all the business of this day, enable us to hear clearly the voice from heaven saying: "Be still and know that I am God". Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

INTRODUCTION OF BILL

The following Bill was introduced, read the first time, and ordered placed on the calendar without reference:

S. 870 -- Senator Land: A BILL TO AUTHORIZE THE BOARD OF TRUSTEES OF SCHOOL DISTRICT NO. 1 OF CLARENDON COUNTY TO ISSUE GENERAL OBLIGATION BONDS OF THE DISTRICT IN AN AMOUNT NOT EXCEEDING TWO HUNDRED THOUSAND DOLLARS FOR CERTAIN PURPOSES; TO PRESCRIBE THE CONDITIONS UNDER WHICH THE BONDS MAY BE ISSUED AND THE PURPOSES FOR WHICH THE PROCEEDS MAY BE EXPENDED; AND TO MAKE PROVISION FOR THE PAYMENT OF THE BONDS.

H. 3261 -- Rep. McAbee: A BILL TO AMEND SECTION 7-7-390, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO VOTING PRECINCTS IN MCCORMICK COUNTY, SO AS TO REDESIGNATE AND NUMBER THE PRECINCTS, ELIMINATE REFERENCES TO VOTING PLACES, AND PROVIDE FOR THE DESIGNATION OF POLLING PLACES.

RETURNED WITH CONCURRENCE

The Senate returned to the House with concurrence the following:

H. 3259 -- Rep. Harvin: A CONCURRENT RESOLUTION TO EXTEND BEST WISHES TO B.J. McABEE OF CLARENDON COUNTY ON THE OCCASION OF HIS RETIREMENT AS HIGHWAY BRANCH MANAGER.

H. 3260 -- Rep. Harvin: A CONCURRENT RESOLUTION TO EXPRESS THE SYMPATHY OF THE GENERAL ASSEMBLY TO THE FAMILY AND FRIENDS OF WILLIAM HAZEL "BILL" THREATT, SR., OF CLARENDON COUNTY UPON HIS DEATH.
