The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Our Father God Who has brought us to this new day, grant us the blessing of Your continued presence. Deepen our understanding, expand our concern for others, enlarge our capacity for good will. Strengthen us when we fail; support us when we fall; sustain us when we falter. Give us ability and courage sufficient for the challenges before us. May we conduct ourselves as worthy of Your children. Give us a faith that triumphs over fears, a determination that surmounts discouragement. Grant to us strength in all temptations. And as flowers open to the sun, as children turn to parents in time of need, so may we constantly look to You for help.

In the Name of the Lord Jesus we pray. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

CONCURRENT RESOLUTION

The following was introduced:

H. 4363 -- Reps. Keyserling, T. Rogers, J.H. Burriss and J. Harris: A CONCURRENT RESOLUTION TO CONGRATULATE SUSAN CONATY-BUCK, RESEARCH DIRECTOR OF THE JOINT LEGISLATIVE COMMITTEE ON CULTURAL AFFAIRS, FOR HER OUTSTANDING SERVICE TO THE COMMITTEE AND THE GENERAL ASSEMBLY AS SHE LEAVES THAT POSITION, AND TO EXTEND BEST WISHES TO HER IN HER FUTURE ENDEAVORS.

The Concurrent Resolution was agreed to and ordered sent to the Senate.

H. 4357 -- Rep. Hayes: A BILL TO PROVIDE FOR AN ADDITIONAL MAGISTRATE FOR YORK COUNTY, AND TO PROVIDE FOR HIS TERM, JURISDICTION, AND JURY AREA.

The Free Conference Report on the following Joint Resolution was read the third time.

H. 2715 -- Rep. Hodges: A JOINT RESOLUTION PROPOSING AN AMENDMENT TO SECTION 3 OF ARTICLE XVII OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO DIVORCES, SO AS TO ADD CONTINUOUS SEPARATION BECAUSE OF INCURABLE INSANITY FOR A PERIOD OF THREE YEARS AS A GROUND FOR DIVORCE.

RETURNED WITH CONCURRENCE

The Senate returned to the House with concurrence the following:
