AN ACT TO AUTHORIZE THE BOARD OF EDUCATION OF BEAUFORT COUNTY TO CHARGE AND COLLECT STUDENT MATERIAL FEES AND TO PROVIDE FOR A WAIVER OF THESE FEES UNDER CERTAIN CONDITIONS.

Be it enacted by the General Assembly of the State of South Carolina:

Student material fees authorized

SECTION 1. The Board of Education of Beaufort County each school year may charge and collect student material fees to offset the cost of educational materials and supplies. The district may not deny any student the right to attend school because of failure to pay these student material fees.

Fees to be charged

SECTION 2. Only fees that have been set by the superintendent of schools and approved by the board of education may be charged. All fees must be uniform.

Establishment and waiver of fees

SECTION 3. The board shall establish a procedure for the waiver of these fees for those students who cannot afford to pay them. A determination of whether or not a student can afford to pay these fees rests solely with the appropriate school officials under guidelines established by the board. Students and their parents or guardians must be notified of the availability of a waiver and the process of applying for the waiver. Principals of individual schools also may provide for a schedule of payments or a reduced fee.

Applicability

SECTION 4. The provisions of this act do not exempt students from charges for books, locks, materials, supplies, or school equipment that is lost or damaged.

Time effective

SECTION 5. This act takes effect upon approval by the Governor.
