Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

As we continue the ground work for the approaching Sessions of this House of Representatives, we ask, O Lord, that You would keep us steadfast in following the counsel of Your teachings. We acknowledge our need of Your support and guidance for our tasks are many and our challenges great. Impart to us knowledge abundant for our minds, inspiration in full measure for our hearts, and courage unlimited for our lives. Grant us faith enough to be unafraid, trust sufficient to be unfaltering. Keep our aim fixed on such high ideals as to make us worthy of these places of leadership to which we have been called.

We pray in the Name of Him Who is always ready to lead those who will follow.

Amen.

MEMBER-ELECT SWORN IN

Mr. JOSEPH H. NESBITT, Member-elect from District No. 48, presented his credentials and the oath of office was administered to him by the SPEAKER.

STATEMENT BY REP. MATTOS

Rep. MATTOS made the following remarks relative to the late Rep. CHICK RICE:

"Let's pause for just a few minutes, today, to remember our friend, "Chick" Rice. As we do, let us recall those things that made "Chick" such a lovable and outstanding person. I'd like to take just a moment to say who was this man called "Chick" Rice. And to some of us, he was a master mechanic in his chosen profession who would go to all lengths to make sure the work that he turned out was of the highest quality. Possibly, you remember him as a magician, who made the little red ball and coins disappear, and then reappear. And to others, you make think of them, or recall him as a Doctor of Herb Medicine, who healed the hands of his colleagues here in the House. Possibly, others will remember him as a World's Greatest Fisherman, who let the big fish get away and the only proof he had was the picture that hung in his office that weighed 10 lbs. He was this state's greatest ambassador because of the fact that with all the pens and paraphernalia that he gave to the different folks that came and visited us in this House. To others, you will remember him as the Candy Basket Man because at this time of the year he would be out distributing his candy baskets. To some of us, he will be remembered as Santa's helper, the guy that made the boot out of the dollar bill or the jumping frog out of the dollar bill. "Chick" was a friend to anyone who let him be. It didn't matter what station in life you were from, from the very rich to the very poor. He was that good friend that you could go to and share with, and he always had an ear to listen. So, as we remember the life of our friend, "Chick", today, some of us have had the privilege of knowing him for awhile and some of us for just a short time. But, you know it is not the length of that friendship that counts, but the depth of that friendship. So, in closing, I'd like to share some words from a poem by Isla Paschal Richardson. 'If I should leave you with whom I love, to go along the silent way, grieve not, nor speak of me with tears, but laugh and talk of me as if I were beside you there, and I'd come. I'd come, but could I find a way. But would not tears and grief be barriers? And when you hear a song or see a bird I loved, please don't let the thought of me be sad, for I am leaving you just as I always have. There are so many things I want still to do, so many things to say to you, but remember that I did not fear, it was just leaving you that was hard to face. We cannot see beyond, but this I know, I loved you so, twas heaven here with you.' Thank you, Mr. Speaker."

STATEMENT BY REP. KLAPMAN

Rep. KLAPMAN made the following remarks relative to the late Rep. CHICK RICE:

"Mr. Speaker, fellow members...Rep. "Chick" Rice was a friend to all, always had a good word for everyone. He was a fine Christian man. He was a special friend to me and I shall miss him greatly. I would like to read this poem which fits "Chick" nice's life, in my opinion, perfectly. It is entitled 'The House By The Side Of The Road', by Sam Walter Foss. 'There are hermit souls that live withdrawn, in the place of their self-content. There are souls like stars, that dwell apart, in a fellowless firmament. There are pioneer souls that blaze their paths where highways never ran, but let me live by the side of the road, and be a friend to man. Let me live in a house by the side of the road, where the race of men go by. The men who are good and the men who are bad, as good and as bad as I. I would not sit in the scorner's sent, or hurl the cynic's ban, but let me live in a house by the side of the road, and be a friend of man. I see from my house by the side of the road, by the side of the highway of life, the men who press with the ardor of hope, the men who are faint with the strife. But, I turn not away from their smiles, not their tears, both parts of an infinite plan. Let me live in a house by the side of the road, and be a friend to man. I know there are brook-gladdened meadows ahead, and mountains of wearisome height, that the road passes on through the long afternoon and stretches away to the night. But, still I rejoice when the travelers rejoice and weep when the strangers that moan, not live in my house by the side of the road, like a man who dwells alone. Let me live in my house by the side of the road, it's here the race of men go by. They are good, they are bad, they are weak, they are strong, wise, foolish, so am I. Then why should I sit in the scorner's seat, or the hurl the cynic's ban? Let me live in the house by the side of the road and be a friend to man.' Thank you."

STATEMENT BY REP. FOSTER

Rep. FOSTER made the following remarks relative to the late Rep. CHICK RICE:

"Mr. Speaker, ladies and gentlemen of the House...I came in just a little bit late when Jim Mattos was up here making some remarks and I'm regretful about being a little bit late and not being able to hear everything that he said. But, whatever Jim said, I know that perhaps he knew him better that any of us here. But, I do want you to know that "Chick", from my vantage point, was a friend, a friend unquestionably. He was a believable person. Once he told you what he would do, you could certainly expect that he would follow through with it and you just simply didn't have to bother him anymore. I can recall visiting him while he was in the hospital. I spent about a hour and a half with him one day, and he did more talking than I did. In the final analysis, he wanted to know from me, as I got ready to leave, 'Well, Sam, if there's anything I can do for you, just let me know. I'm lying up here and I can do things from the hospital room here, if there is anything I can do for you, just let me know.' I said, "Chick", 'I don't want you to do anything for me, but I would like to do something for you. So, if I can be of any service to you at all while you are here, you or your family, then simply let me know, and don't worry about me.' I accused him, and I'll end on this softer note, because he was a happy person. I accused him in the presence of my wife once, and his wife, because I wanted her to know that he was giving my wife money, those dollar bills that Jim referred to, the animals and whatever. He had given my wife about three of them, so, in his wife's presence, I accused him of giving my wife money, and she better keep an eye on that fellow or I would. It was a pleasure knowing "Chick" and he was a great person, and we shall miss him."

SILENT PRAYER

The House stood in silent prayer in memory of Rep. CHARLES H. "CHICK" RICE.

Rep. BLACKWELL moved that when the House adjourns it adjourn out of memory and respect for the late Rep. CHARLES H. "CHICK" RICE, which was agreed to.
