AN ACT TO PROVIDE THAT THE BOARD OF EDUCATION OF DORCHESTER COUNTY IS ABOLISHED UPON THE ELECTION AND QUALIFICATION OF THE BOARD OF TRUSTEES OF DORCHESTER COUNTY SCHOOL DISTRICT 4 AND PROVIDE THAT UPON DISSOLUTION, THE DUTIES AND RESPONSIBILITIES OF THE BOARD ARE DEVOLVED ON THE ELECTED BOARD OF TRUSTEES OF THE RESPECTIVE SCHOOL DISTRICTS IN DORCHESTER COUNTY; AND TO PROVIDE THAT UNTIL THE ELECTION AND QUALIFICATION OF THE MEMBERS OF THE BOARD OF TRUSTEES OF DORCHESTER COUNTY SCHOOL DISTRICT 4, THE BOARD IS PROHIBITED FROM INCURRING ANY TYPE OF BONDED INDEBTEDNESS OR ENTERING INTO ANY TYPE OF LEASE-BACK OR LEASE-PURCHASE AGREEMENT INVOLVING REAL PROPERTY WITH A PUBLIC OR PRIVATE ENTITY WHERE THE DISTRICT IS THE LESSEE.

Be it enacted by the General Assembly of the State of South Carolina:

Board abolished

SECTION 1. The Board of Education of Dorchester County is abolished upon the election and qualification of the Board of Trustees of Dorchester County School District 4. Upon dissolution, the duties and responsibilities of the board are devolved upon the elected board of trustees of the respective school districts in Dorchester County.

Prohibition on incurring bonded indebtedness or entering into lease-back agreements

SECTION 2. Until the election and qualification of members of the Board of Trustees of Dorchester County School District 4, as provided by law, the board is prohibited from incurring any type of bonded indebtedness or entering into any type of lease-back or lease-purchase agreement involving real property with a public or private entity where the district is the lessee.

Time effective

SECTION 3. This act takes effect upon approval by the Governor.
