TO COMMEND SOUTH CAROLINA ATTORNEYS WHO HAVE WORKED WITH SOUTH CAROLINA LEGAL SERVICES AGENCIES OR THE SOUTH CAROLINA BAR PRO BONO PROGRAM, OR BOTH, WHICH PROVIDE FREE LEGAL ASSISTANCE TO THE STATE'S INDIGENT POPULATION AND PROVIDE ACCESS TO JUSTICE FOR THOSE WHO WOULD OTHERWISE GO UNREPRESENTED.
Whereas, poor people because of their economic status have few resources available to address their legal needs; and
Whereas, the legal services agencies in this State and the South Carolina Bar Pro Bono Program work in partnership to serve the maximum number of eligible clients to provide access to justice for all persons; and
Whereas, the legal services agencies and the South Carolina Bar Pro Bono Program provide service to over 15,000 poor persons on an annual basis including children, elderly, homeless, victims of natural disasters such as Hurricane Hugo, mentally and physically ill, military personnel activated for Operation Desert Storm, and others who have no place to turn; and
Whereas, the work of the legal services agencies and the South Carolina Bar Pro Bono Program have a positive social and economic impact on the State by providing access to public benefits, medical care, adequate housing, child safety, family unit security, education, and employment; and
Whereas, South Carolina attorneys involved with the legal services agencies and the South Carolina Bar Pro Bono Program provide access to justice free of charge; and
Whereas, the members of the General Assembly, by this resolution, would like to publicly recognize and commend each of the attorneys in this State who have participated in the South Carolina Bar Pro Bono Program or who have assisted with legal service agencies for their unselfishness and generosity in giving of their time and talents to help meet the legal needs of the poor. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly hereby commend South Carolina attorneys who have worked with the South Carolina legal services agencies or the South Carolina Bar Pro Bono Program, or both, which provide free legal assistance to the state's indigent population and provide access to justice for those who would otherwise go unrepresented.
