A CONCURRENT RESOLUTION

TO CONGRATULATE THE SCOTT'S BRANCH "MARCHING EAGLES" HIGH SCHOOL BAND FOR ITS ACCOMPLISHMENTS WHILE PERFORMING IN THE AFRICAMERICAS FESTIVAL AND PARADE ON MAY 4, 1991.

Whereas, the thirty-three students of the Scott's Branch "Marching Eagles" High School Band had the chance to fulfill the dream of a lifetime by marching in a nationally televised parade; and

Whereas, the students had to raise five thousand dollars for the trip to Philadelphia, Pennsylvania, and accomplished this through candy sales, doughnut sales, other fundraising activities, and through the assistance of the communities of Manning and Summerton; and

Whereas, when Scott's Branch received national attention, after the television program "Separate But Equal" and a New York Times story that discussed the tiny budget for the band and lack of equipment, donations from across the country came in for the band; and

Whereas, Ophelia Darby, the director, taught the students that it was "up to them" to make their own way in the world which carried over to their efforts to succeed in raising the funds; and

Whereas, Mrs. Darby, in the course of three years, has reorganized the band from one which had sunk into near extinction to one which has received high accolades in statewide contests including eight "superior" marks and five "excellent" marks in its first-ever appearance at a statewide contest sponsored by the state's music educators in Columbia; and

Whereas, the trip to Philadelphia provided the students with a great educational opportunity to see some historic and other cultural features of the city; and

Whereas, the "Marching Eagles" was the second band to perform in Africamericas Festival and Parade to celebrate the achievements made by African Americans throughout history and their performance was nationally televised. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly congratulate the Scott's Branch "Marching Eagles" High School Band for its accomplishments while performing in the Africamericas Festival and Parade on May 4, 1991.

Be it further resolved that a copy of this resolution be forwarded to Ophelia Darby, Director of the Scott's Branch "Marching Eagles" High School Band.
