A CONCURRENT RESOLUTION

TO RECOGNIZE AND COMMEND DR. EDWIN B. JOSEPH FOR HIS DEDICATED SERVICE AND CONTRIBUTIONS TO THE MANAGEMENT AND CONSERVATION OF SOUTH CAROLINA'S MARINE FISHERIES RESOURCES AND THE MARINE FISHERIES RESOURCES OF THE SOUTHEASTERN REGION OF THE UNITED STATES ON THE OCCASION OF HIS RETIREMENT.

Whereas, Dr. Edwin B. Joseph has served in various capacities with the South Carolina Wildlife and Marine Resources Department over the past twenty-one years, including Director of the Marine Resources Research Institute September 1971 to January 1974; Director of the Marine Resources Division January 1974 to January 1984 and the State Marine Fishery Administrator; and Director of the Office of Regional, National and Scientific Affairs January 1984 to July 1992; and

Whereas, he was instrumental in the development of the South Carolina Sea Grant Program and served as its first director December 1971 to September 1979; and

Whereas, Dr. Joseph faithfully and competently has represented South Carolina as the Administrative Commissioner to the Atlantic States Marine Fisheries Commission October 1973 to July 1992 and served as the Chairman of the Commission 1975 through 1977 and as the agency member of the South Atlantic Fishery Management Council from its inception in September 1976 to the present. He served as the council chairman September 1977 to September 1978 and August 1987 to August 1988; and

Whereas, he served as a member of the Executive Committee of the Charleston Higher Education Consortium 1976 through 1984 and the United States Advisory Team to the twenty-three nation treaty organization known as the International Commission for the Conservation of Atlantic Tunas in 1985 and 1987 through 1990; and

Whereas, Dr. Joseph has played an instrumental role in the development and implementation of numerous marine fisheries programs which have been of tremendous importance in developing, managing, and conserving the living marine resources of South Carolina including the Marine Resources Monitoring and Assessment Program, the Southeast Area Monitoring and Assessment Program, the Marine Fisheries Initiative, the Regional Cooperative Fisheries Statistics Program, and the Seafood Marketing Services Program. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of South Carolina expresses its appreciation and that of the people of this State to Dr. Edwin B. Joseph for his dedicated and outstanding service and for his numerous significant contributions in the field of marine fisheries management and research and extends to him best wishes for happiness on the occasion of his retirement.

Be it further resolved that a copy of this resolution be forwarded to Dr. James A. Timmerman, Jr., Executive Director of the South Carolina Wildlife and Marine Resources Department, to be presented to Dr. Edwin B. Joseph at the time of his retirement.
