Whereas, the members of the General Assembly have learned that Mr. Joseph P. (Joe) Barnett, employed by the South Carolina Department of Insurance since 1963, intends to retire on March 31, 1991; and

Whereas, Mr. Barnett, before joining the Department of Insurance in 1963, served in the United States Army in Korea from 1951-1953 and also as a columnist for the State newspaper from 1945 to 1951 and from 1953 to 1963 served as assistant city editor and on the governmental affairs staff and as court reporter for that newspaper; and

Whereas, since joining the Department of Insurance as a research assistant, he became Director of Information Services in 1972 and Deputy Insurance Commissioner for special services in 1973; and

Whereas, in 1975 he was made special assistant to the Chief Insurance Commissioner and served as secretary to the South Carolina Insurance Commission; and

Whereas, all who know Joe Barnett, including members of the General Assembly, staff, employees of his own agency, and those in the insurance industry have found this distinguished public servant to be a fount of knowledge and wisdom on both the current issues of the day involving insurance and in the arcana of South Carolina insurance issues; and

Whereas, he has been an invaluable source of useful information for those who labor in the insurance field and will be sorely missed when he retires; and

Whereas, it is appropriate for the members of the General Assembly to pause in their deliberations to honor so distinguished a South Carolinian whose career in every way reflects the high calling of public service. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly express their heartfelt appreciation to Mr. Jospeh P. (Joe) Barnett, longtime employee of the South Carolina Department of Insurance for his invaluable service during a distinguished career on the occasion of his retirement and extend to him best wishes, health, and happiness in the future.

Be it further resolved that a copy of this resolution be forwarded to Mr. Barnett.
