Be it resolved by the Senate:
That Rule 7 of the Rules of the Senate is amended to read:
If any a Senator in speaking, or otherwise transgress violates the Rules of the Senate, the presiding officer shall, or any member may, call him to order; and when a member shall be is called to order by the President or a Senator, he shall sit down and shall may not proceed without leave of the Senate. Every question of order shall must be decided by the President, without debate, subject to an appeal to the Senate. The President may call for the sense of the Senate on any question of order.
If a visitor in the chamber or in the gallery engages in a demonstration of approval or disapproval or creates a disturbance which affects the decorum of the Senate, the presiding officer shall take those measures necessary to enforce order."

Be it resolved by the Senate:
That Rule 5 of the Rules of the Senate is amended to read:
When a Senator desires to speak, he shall rise and address the President, and he may not proceed until he is recognized. When two or more Senators rise to speak at the same time, the Senator who first addresses the President as determined by the President shall have the floor and the President shall so announce it."

S. 446 -- Senator Passailaigue: A CONCURRENT RESOLUTION TO ESTABLISH THE SOUTH CAROLINA PRODUCTIVITY AWARD TO RECOGNIZE MANUFACTURING COMPANIES, SERVICE COMPANIES, AND THE SMALL BUSINESSES OF SOUTH CAROLINA FOR THEIR CONTRIBUTIONS TO THE STATE ECONOMY THROUGH IMPROVEMENTS IN PRODUCTIVITY AND THE QUALITY OF THE WORK ENVIRONMENT.
Whereas, the manufacturing companies, service companies, and small businesses of South Carolina are a vital part of the State's economy and its prosperity;
Whereas, the State should encourage the development and implementation of innovative ideas which are essential to further economic prosperity;
Whereas, the State should recognize companies, organizations, and persons who have made significant contributions to productivity improvement while making the quality of working life better and should foster the establishment of such award to recognize these accomplishments. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the General Assembly establish the South Carolina Productivity Award beginning with the calendar year 1992 and continuing each year thereafter. Each legislative delegation may participate in the award by nominating a candidate to be the recipient of the award.
Be it further resolved that the Senate and House committees on Labor, Commerce, and Industry must make recommendations, as may be appropriate, and shall establish the guidelines and criteria for the selection of recipients, the design and striking of a suitable medallion and certificate, and the awarding of the medallions to such recipients.
