That they have duly and carefully considered the same, and recommend that the same do pass:

TO HONOR AND CONGRATULATE THE CAROLINA HOME INJURY PREVENTION FOR SENIORS PROJECT FOR ITS CONTRIBUTIONS TO THE HEALTH AND SAFETY OF OUR ELDERLY CITIZENS AND TO HONOR AND THANK THE MANY VOLUNTEERS WHO HAVE GIVEN SO GENEROUSLY OF THEIR TIME AND MANPOWER TO THIS PROJECT.
Whereas, elderly citizens often are the victims of avoidable home accidents and fires; and
Whereas, many times with minor safety measures taken or repairs made such tragic accidents can be prevented; and
Whereas, Carolina Home Injury Prevention for Seniors Project (CHIPS), a public-private partnership, provides services to identify and remedy personal and environmental home safety hazards for the elderly; and
Whereas, to date CHIPS has assessed over twenty-five hundred homes statewide and has had the assistance of volunteer fire departments, local businesses, and community volunteers in remedying hundreds of problems in these homes; and
Whereas, among the measures taken and repairs made have been the installation of smoke detectors, ramps, door locks, and grab bars, repairs of stairs, railings, and electrical wiring, and improvements for meeting daily living needs related to nutrition and health; and
Whereas, the CHIPS project was awarded the local, regional, state, and national Junior Chamber of Commerce community service awards and was nominated as the United States entry for the international Junior Chamber of Commerce Safety Award in Hong Kong; and
Whereas, the project is in its third year of a three-year grant funded by the Human Services Coordinating Council and has involved these public agencies and their regional and local counterparts: Department of Health and Environmental Control, South Carolina Educational Television, Department of Social Services, Community Long Term Care, State Fire Marshal's Office, Department of Mental Health, Clemson University, Medical University of South Carolina, Department of Disabilities and Special Needs, and Division on Aging; these private agencies: South Carolina Junior Chamber of Commerce and the Telephone Pioneers of America, South Carolina Chapter 61; many community volunteers; and during the pilot project, the project Safety Resource Coordinators, Newberry and Pickens County Health Departments, the Newberry County Council on Aging, and Pickens Seniors Unlimited; and
Whereas, it is fitting to express the gratitude of the General Assembly and to congratulate these agencies, organizations, and volunteers for this innovative program that is helping to enhance, and in many instances save, the lives of many senior citizens. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the General Assembly of the State of South Carolina honors and congratulates the Carolina Home Injury Prevention for Seniors Project (CHIPS) for helping to make the homes safer and the lives healthier and happier for older citizens in the State and to honor and thank the South Carolina Junior Chamber of Commerce, the Telephone Pioneers of America, South Carolina Chapter 61, the Newberry and Pickens County Health Departments, the pilot project Safety Resource Coordinators, the Newberry County Council on Aging, and the Pickens Seniors Unlimited for their generous contributions of time and manpower given to this project and the Department of Health and Environmental Control, South Carolina Educational Television, the Department of Social Services, Community Long Term Care, State Fire Marshal's Office, Department of Mental Health, Clemson University, Medical University of South Carolina, Department of Disabilities and Special Needs, and the Division on Aging for their cooperation and contributions to this project.
Be it further resolved that a copy of this resolution be forwarded to the Presidents of the South Carolina Junior Chamber of Commerce and the Telephone Pioneers of America, South Carolina Chapter 61; Missy Fraklin and Liz Young, CHIPS Safety Resource Coordinators; the directors of the Newberry County Council on Aging, the Pickens Seniors Unlimited, the Newberry and Pickens County Health Departments, and to the directors of the Department of Health and Environmental Control, South Carolina Educational Television, Department of Social Services, Community Long Term Care, State Fire Marshal's Office, Department of Mental Health, Clemson University, Medical University of South Carolina, Department of Disabilities and Special Needs, and the Division on Aging.
