A JOINT RESOLUTION

TO APPROVE REGULATIONS OF THE BOARD OF REGISTRATION FOR PROFESSIONAL ENGINEERS & LAND SURVEYORS, RELATING TO REGISTRATION OF TAC/ABET FOUR-YEAR ENGINEERING TECHNOLOGY GRADUATES THUS ESTABLISHING A TWO-TIER CATEGORY REGISTRATION DESIGNATION, DESIGNATED AS REGULATION DOCUMENT NUMBER 1699, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The regulations of the Board of Registration for Professional Engineers & Land Surveyors, relating to Registration of TAC/ABET Four-year Engineering Technology Graduates Thus Establishing a Two-tier Category Registration Designation, designated as Regulation Document Number 1699, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.

SECTION 2. This joint resolution takes effect upon approval by the Governor.

SUMMARY AS SUBMITTED BY PROMULGATING AGENCY.

The proposed regulations would provide for TAC/ABET graduates to be admitted to the Fundamentals of Engineering Examination (FE) and with four years of qualifying engineering experience, be certified as an Engineer-In-Training. TAC/ABET graduates, after passing the FE examination, will be admitted to the Principles and Practice of Engineering (PE) examination with eight years of qualifying engineering experience after the date of graduation. Upon passing the PE examination, those individuals will be licensed as a Category "B" Associate Professional Engineer.

A person licensed as a Professional Engineer in South Carolina as of June 25, 1993 must be recognized as a Category "A" Professional Engineer. The holder of the Category "A" license is entitled to the unrestricted practice of engineering.

The holder of a Category "B" license will be designated an Associate Professional Engineer and has the same practice privileges as a Category "A" license holder, except that the holders of the Category "B" license may not assume direct responsibility, direct supervisory control or responsible charge for engineering work as an independent private practitioner, or for engineering work provided by a private practice organization.
