A JOINT RESOLUTION

PROPOSING AN AMENDMENT TO SECTION 17 OF ARTICLE III OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO THE REQUIREMENT THAT EVERY ACT OR RESOLUTION ENACTED BY THE GENERAL ASSEMBLY MUST RELATE TO ONLY ONE SUBJECT WHICH MUST BE EXPRESSED IN ITS TITLE, SO AS TO REQUIRE THE PRESIDING OFFICER IN EACH HOUSE OF THE GENERAL ASSEMBLY BEFORE A BILL OR JOINT RESOLUTION MAY RECEIVE A THIRD READING TO RULE ON AN AUTOMATIC POINT OF ORDER THAT THE BILL OR JOINT RESOLUTION AS THEN BEFORE THE BODY FAILS TO CONFORM TO THE ONE SUBJECT REQUIREMENT AND TO PROVIDE THAT IF THE POINT IS SUSTAINED, THE BILL OR JOINT RESOLUTION MAY NOT RECEIVE A THIRD READING.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. It is proposed that Section 17, Article III of the Constitution of this State be amended by adding:

"Before a bill or joint resolution may receive a third reading in either house of the General Assembly, the presiding officer shall rule on an automatic point of order that the bill or resolution in the form then before the body fails to conform to the requirement of this section that it relate to only one subject. If the point is sustained, the bill or joint resolution may not receive a third reading."

SECTION 2. Each proposed amendment must be submitted to the qualified electors at the next general election for representatives. Ballots must be provided at the various voting precincts with the following words printed or written on the ballot:

"Must Section 17, Article III of the Constitution of this State be amended so as to require that before a bill or joint resolution may receive a third reading in either house of the General Assembly, the presiding officer shall rule on an automatic point of order that the bill or joint resolution in the form then before the body fails to conform to the requirement that it relate to only one subject and if the point is sustained that the bill or joint resolution may not receive a third reading?
