TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 1-11-273 SO AS TO PROVIDE THAT NO PERSONAL USE OF STATE-OWNED VEHICLES IS PERMITTED EXCEPT FOR COMMUTING PURPOSES UNDER UNAVOIDABLE CIRCUMSTANCES, TO REQUIRE REIMBURSEMENT TO THE STATE WHEN A STATE-OWNED VEHICLE IS USED FOR COMMUTING PURPOSES, AND TO PROVIDE EXCEPTIONS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 1-11-273. Excluding law enforcement personnel, no personal use of state-owned vehicles is permitted except for commuting purposes under unavoidable circumstances, and the Division of Motor Vehicle Management of the Budget and Control Board shall promulgate regulations that disallow the personal use of state-owned vehicles except for commuting under unavoidable circumstances. When commuting is unavoidable, the employee must reimburse the State at a rate of twenty-seven and one-half cents per mile."
SECTION 2. This act takes effect upon approval by the Governor.
