TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-30-25 SO AS TO PROVIDE THAT STUDENTS IN THE THIRD GRADE WHOSE RESULTS ON STANDARDIZED TESTS TAKEN IN THEIR THIRD GRADE YEAR SHOW THAT THE STUDENT IS SIX MONTHS OR MORE BEHIND THE NATIONWIDE NORM FOR STUDENTS OF THEIR AGE AND GRADE MUST BE GIVEN AND SUCCESSFULLY COMPLETE A PROGRAM OF INTENSIVE READING INSTRUCTION BEFORE BEING PROMOTED TO THE FOURTH GRADE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 59-30-25. Students in the third grade whose results on standardized tests taken in their third grade year show that the student is six months or more behind the nationwide norm for students of their age and grade must be given and successfully complete a program of intensive reading instruction before being promoted to the fourth grade. The intensive reading instruction must be separate from any other remedial programs available and may be given during regular school hours, after school hours, or during a summer schedule. The State Department of Education shall specify the content of the program of intensive reading instruction required by this section. The provisions of this section do not apply to students with documented learning disabilities in reading."
SECTION 2. This act takes effect upon approval by the Governor.
