To whom was referred a Concurrent Resolution (H. 3843), to direct the Governor to contribute one hundred thousand dollars to further the efforts of the Trident Chamber of Commerce, etc., respectfully
That they have duly and carefully considered the same, and recommend that the same do pass:
DEWITT WILLIAMS, for Committee.
TO DIRECT THE GOVERNOR TO CONTRIBUTE ONE HUNDRED THOUSAND DOLLARS TO FURTHER THE EFFORTS OF THE TRIDENT CHAMBER OF COMMERCE REGARDING THE CLOSURE OR ALIGNMENT OF FEDERAL MILITARY INSTALLATIONS AND TO RETAIN CERTAIN OTHER FUNDS FOR FUTURE CONTINGENCIES.
Be it resolved by the House of Representatives, the Senate concurring:
That the Governor shall retain those funds transferred or committed to transfer to the Governor's Office in accordance with Executive Order 93-05 by the South Carolina Public Service Authority, the State Ports Authority, the Department of Parks, Recreation and Tourism, the Budget and Control Board, and the State Railways Commission which funds remain uncommitted.
Be it further resolved that out of said sums, the Governor shall contribute one hundred thousand dollars to the economic development corporation established under the auspices of the Trident Chamber of Commerce pursuant to the U.S. Internal Revenue Code Section 501(c)(6), such funds to only be utilized for studies, analyses, travel, and other necessary expenses as deemed appropriate by the board of directors of the corporation, subject to such documentation, record keeping, and accounting requirements as the Governor may deem appropriate, and with such funds not to be used to hire or fund staff positions of the Trident Chamber of Commerce or any corporation or foundation affiliated with the Trident Chamber of Commerce.
Be it further resolved that the remaining funds shall be retained by the Governor to address any other contingencies and needed expenditures which may arise as to South Carolina base closure efforts arising out of BRAC 1993, as the Governor may deem appropriate, with any remaining funds to be returned pro-rata to the contributors upon a final decision by the Federal Government as to which base facilities will be closed.
Be it further resolved that the Trident Chamber of Commerce, any its affiliated corporation, shall to the extent possible attempt to prevent base closures and ameliorate the economic impact of a final decision to close or realign federal installations.
Be it further resolved that a copy of this resolution be forwarded to the Trident Chamber of Commerce.
