EXPRESSING THE PROFOUND SORROW OF THE MEMBERS OF THE GENERAL ASSEMBLY AT THE DEATH OF DR. EDWIN B. JOSEPH, ONE OF SOUTH CAROLINA'S ABLEST ADMINISTRATORS IN THE FIELD OF MARINE FISHERIES MANAGEMENT AND RESEARCH, AND EXTENDING DEEPEST SYMPATHY TO HIS WONDERFUL FAMILY AND HIS MANY FRIENDS.
Whereas, Dr. Edwin B. Joseph of Charleston County departed this life January 16, 1993; and
Whereas, it was with great sadness that his many friends in the field of marine fisheries management and research and his many friends in the State's and Region's commercial and recreational fisheries learned of this highly respected and admired man's death; and
Whereas, Dr. Joseph was a highly professional, competent, and respected marine fisheries administrator and manager who served as a dedicated public servant with the South Carolina Wildlife and Marine Resources Department September 1971 until January 1993; Director of the Marine Resources Research Institute September 1971 to January 1974; Director of the Marine Resources Division January 1974 to January 1984 and the State Marine Fishery Administrator; Director of the Office of Regional, National and Scientific Affairs January 1984 to July 1992; and
Whereas, Dr. Joseph was instrumental in the development of the South Carolina Sea Grant Program and served as its first Director December 1971 to September 1979. He represented the State of South Carolina faithfully and competently as the Administrative Commissioner to the Atlantic States Marine Fisheries Commission October 1973 to July 1992 and as the agency member of the South Atlantic Fishery Management Council from its inception in 1976 until January 1993. Dr. Joseph served as a member of the Executive Committee of the Charleston Higher Education Consortium 1976 through 1984 and as a member of the United States Advisory Team to the twenty-three nation treaty organization known as the International Commission for the Conservation of Atlantic Tunas; and
Whereas, Dr. Joseph labored tirelessly to protect and conserve the State's and Region's marine fisheries resources and to represent fairly and diligently the interests of the State's citizens and visitors who participate in our marine fisheries, both commercial and recreational; and
Whereas, although he sacrificed much to be a dedicated public servant for more than three decades, he found the time to be thoroughly devoted to his family whose love and support enabled him and encouraged him to serve the State; and
Whereas, he was known for his patience and for his quiet but effective manner of accomplishing things, but, most of all he was known and loved for his concern and caring nature about the marine resources of South Carolina and the region and about the individuals who utilized and enjoyed these resources. Dr. Joseph was a patient teacher, a concerned conservationist, a loving and devoted husband, father, and grandfather, and a remarkably talented and dedicated public servant who will be greatly missed. We were all blessed to have known him and to have benefitted from his leadership, guidance, and humanity. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly express their profound sorrow at the death of Dr. Edwin B. Joseph, one of South Carolina's ablest administrators in the field of marine fisheries management and research, and extend deepest sympathy to his wonderful family and his many friends.
Be it further resolved that a copy of this resolution be forwarded to the family of Dr. Joseph.
