A BILL

TO PROVIDE THAT THE QUALIFIED ELECTORS OF SCHOOL DISTRICTS 50 AND 52 IN GREENWOOD COUNTY AND SCHOOL DISTRICT 51 IN GREENWOOD, LAURENS, AND ABBEVILLE COUNTIES BY PETITION MAY PROPOSE THAT AN ADVISORY REFERENDUM BE CONDUCTED IN THAT DISTRICT, AND TO PROVIDE FOR THE MANNER IN WHICH AND THE PROCEDURES UNDER WHICH THIS ADVISORY REFERENDUM SHALL BE CONDUCTED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The qualified electors of School Districts 50 and 52 in Greenwood County and School District 51 in Greenwood, Laurens, and Abbeville counties may by petition propose that an advisory referendum in that school district be conducted. The date of the referendum shall be set by the county commissioners of election and must be within ninety days after the date the petition referred to below has been certified. The question of the referendum shall be framed in the petition. Separate questions shall require separate petitions and referendums. The petition must be signed by at least fifteen percent of the qualified electors of the district and submitted to the county election commissions and the board of trustees of the district.

The county commissioners of election, upon the verification of the signatures in the petition, shall conduct and supervise this referendum in the manner governed by the election laws of this State, mutatis mutandi. The commissioners shall prepare the necessary ballots, appoint managers for the voting precincts, and do all things necessary to carry out the referendum, including the counting of ballots and declaring the results. The commissioners shall advertise the date of the referendum sixty days preceding it in a newspaper of general circulation in the district and shall publish a second notice thirty days before the referendum. The costs of the referendum must be borne by the school district.

SECTION 2. This act takes effect upon approval by the Governor.
