TO APPROVE REGULATIONS OF THE BOARD OF EDUCATION, RELATING TO ACADEMIC REQUIREMENTS FOR ADDING INSTRUCTIONAL AREAS OF CERTIFICATION, DESIGNATED AS REGULATION DOCUMENT NUMBER 1680, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the Board of Education, relating to Academic Requirements for Adding Instructional Areas of Certification, designated as Regulation Document Number 1680, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the Governor.

Current State Board of Education regulations governing the requirements to add the area of Emotionally Handicapped to an existing teaching certificate provide for 21 semester hours of coursework, 15 of which are specified and six are electives. The amendment will increase the number of required hours to 24 semester hours of coursework. These 24 semester hours are to be earned in specific courses designed to address the appropriate preparation for a teacher assigned to teach students with diagnosed emotional problems. These proposed courses were determined and recommended by a committee composed of teacher educators, teachers and district coordinators working in the area of Emotionally Handicapped students. The amendments will strengthen the preparation of teachers in this critical teaching area.
