A CONCURRENT RESOLUTION

CONGRATULATING MARGARET HERRING JENNINGS ON HER ELECTION AS PRESIDENT OF THE AMERICAN SCHOOL COUNSELORS ASSOCIATION.

Whereas, schools should be caring environments in which all students are respected and supported both as learners and human beings; and

Whereas, the education reform movement has successfully returned public education to the national agenda but has not brought increased attention to or support for guidance and counseling in schools; and

Whereas, many students become discouraged as a result of the ways schools are now operated, and comprehensive counseling in the schools can contribute significantly to reducing the considerable waste of human talent; and

Whereas, better counseling programs and guidance services in schools constitute an important element in making the promise of an equal educational opportunity a reality for all students; and

Whereas, Margaret Herring Jennings has been elected national president of the American School Counselors Association; and

Whereas, Ms. Jennings will serve a three-year term of office to include president-elect from July 1, 1994 to July 1, 1995, president from July 1, 1995 to July 1, 1996, and past president from July 1, 1996 to July 1, 1997; and

Whereas, the position of national president will enable this distinguished South Carolinian to set a national direction for guidance and counseling that will be both comprehensive and developmental from kindergarten through the twelfth grade and in which school counselors will be "central" rather than "peripheral" to teaching and learning in the schools; and

Whereas, the position of national president of this important organization will empower Ms. Jennings to help schools make maximum use of the counseling resources that are available and ultimately to equip schools to argue persuasively for additional resources for comprehensive counseling programs; and

Whereas, we are delighted that Margaret Jennings has been chosen to lead the American School Counselors Association and are confident she will do a superb job. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina, by this resolution, congratulates Margaret Herring Jennings on her election as president of the American School Counselors Association.

Be it further resolved that a copy of this resolution be forwarded to Ms. Jennings.
