TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 10-1-45 SO AS TO CREATE THE STATE HOUSE PRESERVATION FUND TO CONSIST OF PUBLIC AND PRIVATE CONTRIBUTIONS TO PRESERVE, RENOVATE, AND MAINTAIN THE STATE CAPITOL BUILDING AND GROUNDS.
Whereas, as declared by Mr. Charles C. Wilson of Columbia, elected as the last architect of the State House in 1904, South Carolina's State House is "one of the notable buildings of the world"; and
Whereas, the State Capitol Building was designed by Major John R. Niernsee, who was elected architect in 1854 but died before carrying out "his life work"; and
Whereas, work was suspended on the State House when Sherman's army destroyed Columbia February 17, 1865, and it was suspended again in 1891; and
Whereas, Mr. Wilson's work began in 1904 and continued several years. He gave all credit for the noble and dignified State House Building to the original designer and architect Major Niernsee: "It is due him and to future generations of South Carolinians that it be protected from further departure from his design, and in good time, in the State's future prosperity, it is not too much to hope that it may yet be restored to his ideal"; and
Whereas, it is the desire of this General Assembly that we continue to protect and uphold the ideals of those who diligently built our State Capitol; and
Whereas, time and weather have taken their toll on this handsome granite structure, and it is fitting and right that we establish a resource so future generations of South Carolinians may be assured of the continued preservation of this part of our heritage. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 10-1-45. There is created the State House Preservation Fund within the Treasurer's Office. The fund consists of public and private contributions to preserve, renovate, and maintain the State Capitol Building and grounds. Fund monies may be expended upon the approval of the State House Committee. The State House Committee shall develop and implement a plan to encourage contributions to the fund."
SECTION 2. This act takes effect upon approval by the Governor, except the plan provided in Section 10-1-45 of the 1976 Code must be developed and implemented by January 1, 1995.
