The Senate assembled at 11:00 A.M., the hour to which it stood adjourned and was called to order by the PRESIDENT.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear the Psalmist when he sang in Psalm 103 (v.2):
"Bless the Lord, O my soul,
And forget not all His benefits."
Let us pray.

Almighty God, our Creator, You gave and still preserve our universe. You made us living creatures in the image of our Maker. You filled our earth, and the air, and the sky with evidences of Your mighty power. You tilted the earth just enough for the seasons to bring forth beauty in its time.

In this glorious springtime, let our hearts not be thankless, nor our voices silent.

As fellow-disciples of the Psalmist... the prophets... and Him who came to quicken in love the Spirit of humanity, and nourish the seeds of eternal life, may we today bring forth the fruit of good works, which is another way of saying:
"Bless the Lord, O my soul,
And all that is within me,
Bless His Holy Name."

Whereas, NLSSA is one of nine professional associations or "staff sections" of the National Conference of State Legislatures; and

Whereas, this association consists of Sergeants at Arms, security personnel, and support services staff for state legislatures from all over the United States; and

Whereas, Jim has traveled to various other states, at their request, to share his knowledge and expertise in the area of security; and

Whereas, Jim Melton has always had the underlying philosophy to ensure that all of the logistical services which are provided to the members of the South Carolina State Senate, their staff, and the public, function well; and

Whereas, Sergeant Melton has trained and maintained an excellent group of Deputy Sergeants at Arms to assist him in this sometimes trying and challenging position; and

Whereas, Jim maintains order, protects the Senate, and its occupants, dealing with visiting constituents, serving committees of the Senate, as well as constantly striving to please everyone with whom he daily comes in contact; and

Whereas, the Senate is very proud and honored to have a man such as Sergeant Jim Melton with his knowledge and expertise in charge of Senate Security, the well-being of the Senators of the State of South Carolina, and staff in the Gressette Senate Office Building. Now, therefore,

Mr. President, Mr. Speaker and fellow members of The General Assembly.

One Hundred Fifty Two years ago, The Military College of South Carolina was founded by the General Assembly of South Carolina. The members of this Joint Assembly need no reminder of the glorious history of this institution. The acts of valor and heroic deeds of the sons of The Citadel are too numerous and are too well known to recite at this hour.

I know of no South Carolinian who does not swell with pride upon the sight of The Summerall Guards or even the sight of a single cadet with his military bearing, neat appearance and genteel manners.

Through the years, the graduates of this institution have been in the vanguard of the defense of this State, of this nation, and of liberty and freedom everywhere. Their high sense of honor, duty and country is well known.

The gentleman whose name that I am privileged and honored to place in nomination on this day, is a most worthy son of his alma mater, The Citadel.

Graduating from the public schools of Summerton, South Carolina, he entered The Citadel August 1956. During the next four years, he achieved a 3.8 GPR for eight semesters, was elected Honor Court Chairman, member of The Summerall Guards, The Junior Sword Drill, Lt. Colonel in the Corps of Cadets, and graduated with his classmates, the outstanding Class of 1960.

He then entered law school at The University of Virginia, graduating in 1963, again with many honors and a leader of his class. Next he entered the United States Army as a First Lt., completed his tour and was discharged as a Captain.

He is a partner in the Sinkler & Boyd law firm in Columbia, SC. Again, he has been successful and has gained great respect among the legal professionals.

He is married to a beautiful and lovely lady, the former Jane Hammond McLaurin, and they have four children.

There is much more that I could say about my friend, but from these remarks you can understand that he is a leader, and he will be a leader when elected to the Board of Visitors.

I take great pleasure in placing in nomination to The Citadel Board of Visitors the name of my friend and your friend, Francis Palmer Mood, Jr.

The Joint Assembly refused to adjourn.

On motion of Rep. Huff, the nominations were closed and, with unanimous consent, the vote was taken by acclamation, resulting in the election of the nominee.

Whereupon, the PRESIDENT announced that the Honorable Thomas W. Weeks was duly elected to the Board of Trustees for the College of Charleston, at-large position, Seat 13, for the term prescribed by law.

At-Large Position, Seat 15

The PRESIDENT announced that nominations were in order for the Board of Trustees for the College of Charleston, at-large position, Seat 15.

Rep. Stoddard, Chairman of the Committee to Screen Candidates for Board of Trustees of State Colleges and Universities, stated that Mr. John F. Clark, III of Columbia and Mr. Jeffery E. Kinard of Pawleys Island had been screened and found qualified.

On motion of Rep. Stoddard, the name of Mr. Jeffery E. Kinard was withdrawn from consideration.

On motion of Rep. Stoddard, the name of Mr. John F. Clark, III was placed in nomination.

On motion of Rep. Stoddard, the nominations were closed and, with unanimous consent, the vote was taken by acclamation, resulting in the election of the nominee.

Whereupon, the PRESIDENT announced that the Honorable John F. Clark, III was duly elected to the Board of Trustees for the College of Charleston, at-large position, Seat 15, for the term prescribed by law.

The purposes of the Joint Assembly having been accomplished, the PRESIDENT declared it duly and regularly adjourned, whereupon the Senate returned to its Chamber and was called to order by the PRESIDENT.

At 12:59 P.M., the Senate resumed.

MOTION ADOPTED
On motion of Senator LANDER, with unanimous consent, the Senate stood adjourned out of respect to the memory of Mr. R. Wright Cannon of Newberry, S.C.

ADJOURNMENT

At 1:00 P.M., on motion of Senator DRUMMOND, the Senate adjourned to meet tomorrow at 11:00 A.M.
