*These Senators were not present in the Chamber at the time the vote was taken and the vote was recorded by leave of the Senate, with unanimous consent.

The Bill was read the second time, passed and ordered to a third reading with notice of general amendments.

Statement by Senators McCONNELL and PASSAILAIGUE

We voted "no" on the second reading of S. 1117 because it establishes a mechanism for the partial funding of over $2 billion in projected needs for school facilities which is fundamentally contrary to sound fiscal policy and longstanding principle applied to the funding of capital projects. To fund 25% of the state's capital needs for school facilities with a fee based revenue source which is not stable and which will exist for no more than seven (7) years, is not prudent from a fiscal management or a state policy standpoint.
